The Aviation & Transportation Security Act of 2001 was the act that created the TSA. However, the
ATSA also created a conflict of interest within the TSA. Ybarra (2013) described the problem within
the TSA as an, "agency that establishes transportation security policy and regulates those that
provide transportation operations and infrastructure (airlines, airports, railroads, transit systems,
etc.). But on the other hand, TSA itself is the operator of the largest component of airport security:
passenger and baggage screening."
The conflict of interest for the TSA lies in the screening of passengers and baggage. The airport has
responsibility for all other phases of security, such as, access control, perimeter control, lobby

Critical thinking is meaningful and beneficial in many ways. It is not about the criticizing, instead, it

When talking to the consumer over the phone requires critical thinking. I notice that everyone has
his or her own interacting style with the consumers. It requires the critical thinking when doing the
intake and referrals over the phone as well as documenting. My "mentor" Helen, the Quality
Specialist, just discuss about the confidentiality with me recently. She had shared one of the story

Administration (TSA) is a clear stain on American society. Countless examples of humiliation,
unconstitutionality, and criminal abuse by the agency have been documented, while its goal of
keeping Americans safe has failed during attempted attacks. The TSA's very existence threatens the
American constitution and comes at the cost of American dignity. While there are lessons to be
learned from around the country and world on possible fixes to the TSA, it remains to be seen what,
if anything, can redeem such a failed agency.
The attacks of September 11th, 2001 in New York and Washington DC shocked and horrified not
only Americans, but the entire civilized world. Before that fateful Tuesday, airports had security,
though it often was not standardized across airports. Also, the fact that the attackers used knives and
box cutters rather than guns or grenades, which are more easily detected, seemingly made the attack
more vicious and personal. The attacks did terrible physical damage to the targeted cities, and the
loss of life was catastrophic. Pressed by the media and public, the United States government created
entirely new departments in the wake of the attack to deal with terroristic activity within the United
States, most notably the Department of Homeland Security

It is not logical to invest a significant amount of federal funds into airline security employment if
there is a large discrepancy between their current performances and expected results. However,
technology utilizes a significantly less amount of funding, but continues to perform its tasks. "The

been many promises and plans to shape up airport security, but according to experts there has been
little, if any, real improvement in public safety since that time (Morris 28). Its obvious to assume
that because of the lack of improvement, great tragedy struck our nation on September 11th. Since
September 11th there has been great attempts in fixing the problems that we face with airport
security, but yet there are still breaches in airport security, we are still not safe. There are several
factors behind the problems with airport security; they range from inadequate machinery used, to
poorly trained screeners. A proposal needs to be raised, one that would seal up the remaining gaps
that we still face regarding the issue of airport security.
Due to all the complicated factors that we have to deal with in regards to airport security, a proposal

starting at Baltimore–Washington International Airport on April 30, 2002, and concluding on

It is at this point, after the passengers have had themselves and their property searched twice (at the
ticket counter and security checkpoint), do they again become subject to hand wands, pat downs,
and bag searches. Only after all of these procedures have been completed is the passenger allowed
to board the aircraft. Although all the checks that passengers go through may be tedious, they are not
much compared to the increased workloads endured by airport employees after the terrorist attacks.
This leads me to my personal explanation of how 9/11 has affected my life at work.
Being a checkpoint supervisor before and after the attacks, I have seen first hand what changes have
been brought to civil aviation. In the months following September, the workload at my checkpoint
has increased so drastically that three extra workers have been hired for each shift just to
compensate for the extra load. The rise in labor is obviously not due to more passenger flow, but to

The current screening method is the body scanner which has been reported on multiple times by the
news as it is consider invasive in nature. The screener is able to see the passenger's nude image, but
software updates have eliminated this providing only detection of metallic and nonmetallic threats.
The prior method of a metal detector which did not alarm staff if nonmetallic threats existed allowed

Abstract
The passage of the Aviation and Transportation Security Act (ATSA) in 2001 changed the way the
aviation industry operated and how passengers travel. The ATSA forced the US Government and
aviation to change its security culture to ensure protection of passengers and employees from future
attacks like those that occurred on September 11, 2001. The ATSA was passed and signed into law
in direct response to the security vulnerabilities that surfaced during the 9/11 attacks. This paper will

The transfer of airport security from the privatized system to the government–controlled system has
so far prevented a repeat of September 2011, but this new system has caused negative press and
public uproars about personal privacy issues (GAO, 2008).
In November 2001, President Bush signed the ATSA into law creating the TSA as the new federal
government agency in charge of airport security (CRS, 2001). With the TSA as lead, aviation
security enhancement was standardized. Today, only one agency is responsible for all screening
procedures along with comprehensive passenger and employee background checks. TSA control has
provided standardized security regulations, procedures, processes, requirements, and training at all
airports (GAO, 2008). Prior to ATSA, all airport security policies and procedures were general and
vague. After passage of the ATSA, federal security agencies are now required to share vital security
information about passengers and employees with airlines and airports. This includes crosschecks
with the FBI and other watch lists (GAO, 2008).
The TSA required and established the same security standards at all airports under their control. The
ATSA requires TSA inspections of all checked baggage with the use of X–rays, hand searches,

Frank added that one in five screeners left their jobs in a one year period which is a twenty percent
turnover rate. The rest of the federal government was at an eight percent turnover rate for that same
year. One of the reasons for screener's resignations is the salaries are below the average as compared
to police and corrections officers. Another reason for high turnover is that the job is not what the

Introduction
The United States Navy's Bomb Squad (NEOD) is a remarkably small organization that works in
small teams to accomplish worldly tasks. These obstacles range from IED to chemical and
biological weapon disarmament. The Bomb Squad is responsible for operations in war zones, as
well as on the home–front. With intentions of generating a more informed populous at the United
States Naval Academy, a U.S. Navy Bomb Squad liaison along with numerous personnel, facilitated

They also need to be in good physical shape, the bomb suit that they don during combat weighs 100
lbs. alone. It costs approximately $150, 000 to fully train a U.S. Navy Bomb Squad member, and in
prior years, the only observation made on the individual was a college transcript review (USNA
NEOD screener instruction, 2015). The organization realized this problem and implemented a very
innovative endeavor, in which individuals would be taught about the organization, screened for
accession, and a few would be selected to begin training after graduating from the U.S. Naval
Academy. The "screener" began at 3 pm on November 6th and concluded at 9 am on November 7th.
It was held at the U.S. Naval Academy in Annapolis, MD utilizing various facilities from swimming
pools to classrooms. It was a very informative, physical, and grueling process for all involved, yet
yielded commendable results.
Nature of the learning activity
The U.S. Navy's Bomb Squad faced a very real problem: Its newest members were being selected
for training upon merit alone, with no personality or physical screening process. This was a very real
challenge, for the aforementioned reasons of required emotional intelligence and physical
toughness. The screener had a very clear mission: "safely and effectively screen Midshipmen in their
ability to lead small units under stress while introducing them to the NEOD training pipeline
through evaluation by their peers, upper–class, and NEOD technicians"
