The industrial revolution has changed many aspects of society. It brought about technology that vastly improved the manufacturing process, and it provided new jobs like assembly line work. However, with the rise of robotic automation, some jobs have gone obsolete. This is why some people are calling for a fifth industrial revolution, in which artificial intelligence will takeover some low-skill manual labor tasks.

23. Keterampilan, Ketersediaan, Biaya
The top-three human capital challenges
The transformation of other sectors through better ICT skills and knowledge has to be a core
strategy because every industry sector is shaped by ICT. Whether engineers use software
programmes to develop blueprints for a building, an artisan uses the Internet to get ideas or
to sell wares or a rural eco-tourist lodge attracts customers and makes reservations via the
Internet, ICT skills are essential. This has potentially costly implications for vocational and
technical education where embedding ICT in the curriculum will have to be a top priority to
harmonize skill levels across the region. The ASEAN-4 plus Singapore and Brunei
Darussalam are implementing different approaches, such as an ICT scholarship programme
and ICT certification programmes by increasing ICT roll-outs in schools and through
enhanced collaboration between ministries. So far, telecommunications and ICT ministers
from Member States have approved 21 initiatives that were scheduled to be implemented in
2012 (OECD, 2013). It is not clear if the costs associated with embedding ICT in TVET have
been discussed by the ICT Industry Association.
