National statistical systems are being called upon to enhance their contribution to fill data gaps and produce consistent statistics to describe issues related to sustainable development and disaster risk reduction. This will involve statistical domains like the environment, the economy, and society. Guidelines and standardization across frameworks like the SDGs and Sendai Framework are needed. National statistical offices have an important role to play in areas like collecting disaster-related data, providing technical assistance, and publishing statistics on extreme events and disasters to support monitoring of international agreements. For countries to make progress, statistical capacity must be strengthened through collaboration across data producers and alignment with official statistics.

The annual statistical programme describes the concrete activities to be carried out in 2017 to implement the UNECE biennial statistical programme for 2016-2017. The biennial programme was adopted by the Conference of European Statisticians (CES) in June 2015 (document ECE/CES/2015/16) and approved by the UNECE Executive Office (EXCOM) in January 2016. The programme takes into account the outcome of the UNECE review carried out by EXCOM in 2012. The review acknowledged that “the UNECE Statistics subprogramme, the Conference of European Statisticians and its related subsidiary bodies work within current mandates in an efficient way, producing concrete results (methodological principles, recommendations, guidelines and databases) in a regular and ongoing way that have clear value added for the region and beyond, and that attract extra-budgetary funding including from outside the region.”

Framework for a set of e-Government Core IndicatorsDr Lendy Spires
Background Information and communication technology (ICT) and its applications offer many opportunities for economic and human development. Within the framework of the World Summit on the Information Society (WSIS), national governments, together with other stakeholders at national, regional and international levels are engaged in conceptualizing and deploying ICT and e-government applications in support of development. Inherent within these approaches is the issue of policy development and monitoring of ICT programmes.
The Geneva phase of WSIS established a set of targets for development of the information society. It included a target to: “Connect all local and central government departments and establish websites and e-mail addresses”. A recent publication by the Partnership (2011) suggested a set of e-government core indicators to measure this target. Many of the standards developed for those indicators have been adapted for this report. Box 1: The Partnership on Measuring ICT for Development Stemming from the mandate of the WSIS, the Partnership on Measuring ICT for Development is the collaborative initiative of a number of international organizations.
Its current members are: Eurostat, the International Telecommunication Union, the Organisation for Economic Co-operation and Development, the United Nations Conference on Trade and Development, the United Nations Department of Economic and Social Affairs, the UNESCO Institute for Statistics, the World Bank, and four United Nations Regional Commissions (Economic Commission for Africa, Economic Commission for Latin America and the Caribbean, Economic and Social Commission for Asia and the Pacific, and the Economic and Social Commission for Western Asia). Launched in 2004, the key goal of the Partnership is to develop internationally comparable, relevant and reliable ICT statistics for measurement of the information society.
Development and maintenance of a core list of ICT indicators is one of its activities, and the development of e-government indicators is undertaken specifically in this context (ITU, 2010). In 2005, the Partnership launched the first edition of Core ICT Indicators followed by the latest edition published in 2010 (Partnership 2005; 2010). Both publications focused on the feasibility and relevance of these ICT core indicators. The objective was to provide a reliable and accurate understanding of the indicators and the associated statistical standards. The United Nations Statistical Commission (UNSC), at its 2007 meeting, asked the Partnership on Measuring ICT for Development to extend the core list of ICT indicators to include indicators on ICT use in government (UNSC, 2007). The Partnership, through its Task Group on e-Govern-ment, has been actively engaged in the development of internationally comparable e-government indicators since 2006.

10 172 000 people were employed in the formal non-agricultural sector of the South African economy, which is down by 2 000 from the 10 174 000 recorded in the previous quarter.
Full-time employment decreased by 26 000 to 9 103 000, and part-time employment increased by 24 000 to 1 069 000.

1 009 065 births were registered in 2018. This includes the total number of births that occurred and were registered for the year 2018, which was 927 113, as well as 81 952 late registrations. This means that 8,1% of births registered during 2018 were registered late. According to the Births and Deaths Registration Amendment Act, a birth must be registered within 30 days of occurrence. However, not all births are registered on time. The report shows that late registration of births, after the lapse of 30 days but before a year, declined from 26,7% in 2014 to 14,2% in 2018. Overall, in the 5-year period (2014–2018), there has been a significant improvement in terms of birth registrations within 30 days from 60,1% in 2014 to 79,6% in 2018.

After shrinking sharply in first quarter of the 2019, the economy rebounded from a low base to record positive growth of 3,1% in the second quarter (April−June). Mining, finance, trade and government services were the main drivers of growth. Three industries (construction, agriculture and transport) registered a slump in production.

About 28,8% of the South African population is aged younger than 15 years and approximately 9,0% (5,3 million) is 60 years or older. Of those younger than 15 years of age, the majority reside in Gauteng (21,5%) and KwaZulu- Natal (21,1%). Of the elderly (those aged 60 years and older), the highest percentage 23,9% (1,27 million) reside in Gauteng. The proportion of elderly persons aged 60 and older is increasing over time.

The South African economy slumped sharply in the first three months of 2019, contracting by 3,2%.1 Seven of the ten industries took a knock, with manufacturing, mining and trade the biggest contributors to the fall. Construction, mining and trade are in recession.
The 3,2% decline is the biggest quarterly fall in economic activity since the first quarter of 2009, when the economy – under strain from the global financial crisis – tumbled by 6,1%.
The manufacturing industry was the biggest drag on growth in the first quarter of 2019, falling by 8,8%. This was driven mostly by declines in petroleum, transport and wood and paper.

More than half (or 51%) of youth aged 18–24 claimed that they did not have the financial means to pay for their tuition. Furthermore, 18% of those aged 18–24 who were not attending educational institutions indicated that their poor academic performance prevented them from participating. This is according to the “Higher Education and Skills in South Africa” report released by Statistics South Africa.

The December 2018 QES survey showed that an estimated 10 151 000 people were employed in the formal non-agricultural sector of the South African economy, which is up by 87 000 from 10 064 000 in the previous quarter. The number of people working part-time increased by 37 000 to 1 065 000 in the fourth quarter of 2018. Similarly, the number of people working full-time increased by 50 000 to 9 086 000 in the same quarter.

The results of the Quarterly Labour Force Survey (QLFS) for the fourth quarter of 2018 released by Statistics South Africa today, reveal that unemployment rate decreased by 0,4 of a percentage point to 27,1%. The South African working-age population increased by 149 000 or 0,4% in the fourth quarter of 2018 compared to the third quarter of 2018. The number of employed persons increased by 149 000 to 16,5 million and the number of unemployed persons decreased by 70 000 to 6,1 million in Q4: 2018. The absorption rate increased to 43,3% in the same period.

South Africa’s mid-year population is estimated to have increased to 57,73 million in 2018, representing an overall increase of 1,55% between 2017 and 2018. Gauteng continues to record the largest share of the population with approximately 14,7 million people (25,4%) living in the province. The second largest population with 11,4 million people (19,7%) remain s KwaZulu-Natal and Northern Cape remains the province with the smallest share of the South African population at approximately 1,23 million (2,1%). The Mid-year population estimates 2018 report released by Statistics South Africa, further indicate that the female population in the country has remained stable year on year at approximately 51% (approximately 29,5 million).

In 2020, the Ministry of Home Affairs established a committee led by Prof. (Dr.) Ranbir Singh, former Vice Chancellor of National Law University (NLU), Delhi. This committee was tasked with reviewing the three codes of criminal law. The primary objective of the committee was to propose comprehensive reforms to the country’s criminal laws in a manner that is both principled and effective.

Throughout its deliberations, the committee aimed to uphold constitutional values such as justice, dignity, and the intrinsic value of each individual. Their goal was to recommend amendments to the criminal laws that align with these values and priorities.

9. The aim is to have a set of possible coherent indicators to measure the
process in the implementation of Sendai Framework and of SDGs
But … the concrete operazionalization of the indicators and of its
recommended terminology, methods and definitions is a long process …That
has already started
To fill the data gaps assessing available data it is necessary to consider the
multiplicity of sources of data and producer and institutions involved
Transform data into statistics within official systems: the huge amount of
unprocessed observations and measurements need to become “Statistics”,
considering the necessary methodological issues and adopting common
terminology and definitions, enhancing multidisciplinary approach and
expertise

10. Access large and diverse microdata sets (administrative data, big data
..) integrate and combine various types of relevant data, linking datasets
across domains
Existing statistics should become more usable for the analysis,
investing in building and implementing harmonized methods and definitions
For example:
Number of deaths, missing persons and persons affected by disaster per
100,000 people (SDGs and Sendai Indicator) requires detailed analysis of
Causes of death – standardized death rate, considering detailed causes of
death: victims of tzunami, earthquake, volcanic eruption, etc…
New statistics could be developed ensuring a coherent system at
national and international level
Besides the global and national scale, regional scale and georeferenced
data are essential for the comprehension of the phenomena dynamics

11. Regular planning of joint activities between various institutions that in
various ways have an active part in the construction and implementation of
the strategy, are necessary actions
In Italy collaboration among Civil Protection and other research agencies
(ISPRA) could be essential to improve the production of indicators requested to
monitoring Sendai and SDGs
National Statistical System is involved: developing partnerships among
different producers is crucial
December 2016, Istat produced a first release of SDGs indicators (95
indicators related to 66 SDGs indicators), other releases will be in the next
months, considering also Sendai indicators
Autumn 2016, Istat produced specific data related to the last earthquake
considering the socio-demographic and economic issues for involved areas

14. To ensure high quality and sustainable monitoring of the targets of the Sendai Framework
and the Sustainable Development Goals:
it is therefore necessary to align relevant components of the monitoring framework with
official statistics
Such alignment will ensure that Sendai monitoring takes full advantage of the expertise and
services of national statistical systems, which on a continuous basis produce statistics
that are comparable over time and across borders
It is important to recognize the use of official statistics as a multi-purpose information
source to elaborate indicators for progress monitoring and results reporting against the
Sendai Framework, the SDGs and the Paris Agreement
Within the intergovernmental platforms provided by two of the United Nations regional
commissions, UNECE and ESCAP, disaster experts and statisticians from around the world
are working and will work on a draft Statistical Framework for Disaster-related Statistics
It is essential to undertake further technical work building on the outcomes of the OEIWG,
in respect of existing statistical standards, including those related to the SDGs, and to
develop guidelines to guarantee the some high quality and sustainable standards

15. In Europe also Eurostat is considering Sendai indicators among the indicators that should
be produced for SDGs indicators
There is still a long way to go but
NSOs have a crucial role in strengthening and increasing the production of Statistical
Information, improving knowledge and awareness
Istat,
promotes and works on the cooperation and awareness of the agencies and
institutions operating in the NSS and not only, to exploit the existing information assets, to
develop high quality robust coherent and consistent statistics with the statistical international
framework on SDGs in general and in particular on Sendai working

39 countries replied to the survey:
Australia, Azerbaijan, Belarus, Bosnia and Herzegovina, Brazil, Canada, Chile, Colombia, Croatia, Czech Republic, Finland, France, Georgia, Hungary, Ireland, Israel, Italy, Japan, Latvia, Lithuania, Malta, Mauritius, Mexico, Mongolia, New Zealand, Norway, Philippines, Poland, Portugal, Republic of Armenia, Republic of Moldova, Romania, Russian Federation, Serbia, Sweden, Switzerland, Turkey, UK, Ukraine.
10 countries answer that their NSO doesn’t have any role in their country (Croatia, Hungary, Ireland, Israel, Latvia, Lithuania, Norway, Serbia, Turkey, Ukraine).
The majority of countries (22) affirm the role of NSOs should be enhanced; 8 that it shouldn’t change (Brasil, Finland, Japan, Philippines ,Poland, Portugal, Republic of Armenia, Sweden, UK) and 4 that it should be reduced (Czech Republic, Mauritius, Mexico, New Zealand).
Consequently, priority areas for which guidelines, recommendations, best practices, international standards, etc., would be needed are…..
Lot of information from the questionnaire still to be analyzed, especially all the textual questions and ‘specify’ answers; almost all part B and C on occurrence and impacts indicators.
