For example, as our paper notes, under one of the World Economic Forum scenarios, accelerated Technological Change would mean machines capable of performing routine and non-routine tasks. However, if Learning Evolution is slow and many of the workforce cannot keep pace, there will be even more pressure to automate leading to a hollowing out of the labour market and limited opportunity for Talent Mobility and sharing of ideas.
Yet under another scenario, where Learning Evolution accelerates, compared to the other drivers, the outcomes could be very different. In this scenario, reforms in education and associated investment in training and reskilling would mean that economies that have invested in high-skilled talent would be reluctant to lose it, and so would resist outward migration. While this would result in low physical mobility, it is expected that there would be continue to be engagement through connected digital platforms. However, the low levels of mobility would dampen the exchange of new ideas, keeping technologies firmly dependent on local economies.
Regional Statistics Offices (e.g. GCC-Stat)

Regional users have different priorities to national users (e.g. regional users need comparability, regional totals, while national users often focus on local relevance)
