Certified Project Manager Professional (PMP) with 30 plus years of “hands on” experience, 20 in Asia, working in
Engineering, Project and Construction Management. Proven track record delivering projects ahead of schedule and
under budget. Demonstrated ability to develop new markets. International Executive MBA and Bachelor degree in
Mechanical Engineering with solid communication, negotiation and presentation skills.

ACHIEVEMENTS
PLANNED the program for construction of a pipeline project. Analyzed the bid package, from technical and
commercial aspects; reviewed the project documents and drawings; formulated the project plan of execution.
Results: Completed project on time and exceeded anticipated profits by 10%.
MANAGED development of coal power plant project for the state electric utility of Indonesia (PLN) to ensure
technical compliance and completion. Recommended innovative ideas and coordinated activities of all 26
contractors. Results: Accomplished milestones on time in Southeast Asia to Western standards.
ANALYZED individual components and portions of the program to develop a nuclear power plant project.
Led a team of engineers and designers in the evaluation of specific components and contributed with other
managers in the development of programs to accomplish specified goals. Results: Contributed in achieving
nuclear power plant project completion within 6 months of original schedule, at a time when other nuclear
power plants were being completed 2 or more years behind original schedule.
IDENTIFIED new market areas for growth in Myanmar. Analyzed diverse projects for financial and technical
viability, evaluated tender documents, prepared bid packages, technical and commercial, for competitively bid
projects. Results: Won 5 contracts in less than 1 year and increased profits by USD 21.5 million.
ORGANIZED a program for the retrofit of all Gas Oil Separation Plants (GOSP’s) in the Ain Dar region of
Saudi Arabia to upgrade their instruments and controls so the plants could operate remotely from a regional
operations center. Results: Remote program was completed on time and within budget in the mid 1980’s.
COORDINATED all activities on a coal power plant retrofit project in Thailand. Performed liaison between
expatriates, Americans, Germans and Italians, and Thais with regard to the transfer of all documents, data, and
information. Results: Kept all parties up to date on all aspects of the project enabling project to proceed
according to schedule.

Managed half of the local law citywide program with an annual budget of USD 11 million that was staffed by five
Project Managers.

Led seven Project Managers in the execution of retrofit projects in the New York City Public School System. Managed
annual project budget of USD 50 million.

Myanmar Soon Pacific Co., Ltd., Yangon, Myanmar
Business Development Manager
(Tha Pan Zeik and Paung Laung Dams & Yadana offshore platforms and gas pipeline)
Created a new division in the company as a separate business unit (SBU). Oversaw the operation of the division,
supervised and trained the staff (Myanmar Nationals), developed and managed the division’s budget, prepared and
negotiated tenders, contracts and project financing. Projects awarded included the earthwork at the Tha Pan Zeik and
Paung Laung Dams, the NDT on the existing Yadana offshore platforms and gas pipeline, land clearing in the
Kawthaung region and civil excavation work in the Ayeyarwady River basin.

Supervised and directed the design team in the design layout of plants and engineering of major plant components.
Prepared bid packages for EPC. Performed technical and commercial evaluation of all bids, developed project schedule,
controls and budgets.

(Mae Moh Power Plants Units 8–11, Flue Gas Desulfurization Retrofit)
Prepared bid packages and contracts for the local-supply portion and evaluated quotations, both technically and
commercially. Coordinated the clearance of international shipments through Thai Customs and in the expediting of said
shipments. Interfaced with the Site, Fabrication Shops and EGAT on schedule development, inspections and
implementation of Site design changes. Oversaw and monitored the progress of the fabrication of components made
locally. Liaised between the expatriates and the Thais.

Consulting Project Engineer (to World Bank)
(Paiton Steam Power Plant Units 1 and 2)
Oversaw all mechanical aspects of the USD 1.2 billion coal fired power plants (two 400-megawatt units), as World Bank
advisor to the client, PLN, a Department of the Indonesian Government. Served as acting Site Manager with all
responsibilities and duties, including signature authority for documents and bank accounts.

Responsible for all construction activities on the Super Pump Project at PS 10, valued at USD 65 Million. Reviewed and
commented on all contractors and subcontractors material submittals, steel fabrication drawings, construction schedule,
progress payment schedule, change orders and field engineering changes. Conducted weekly trouble shooting meetings
between project engineering and contractors. Coordinated the transfer of all correspondence to all parties.

Southwest Veco Inc., Long Beach, Ca.
Site Manager
(Shell Wilmington, Ca. Refinery)
Oversaw all operations for Veco at the refinery, this included a project under construction, bidding of
new projects and developing of relations with the client. New projects being bid were a Maintenance
contract and a Ground Water Mitigation pipeline. Project under construction was a USD 2 million revamp
of the Marine Fuel Oil transfer line. It was a 6 month project with over 2 miles of various size pipes,
small bore up to 18 inch. Project was made up of Civil, Structural, Piping, Mechanical and Electrical
groups, at its peak there were approximately 100 craft people on Site.
1987 – 1989
Felix Technologies, Seattle, Wa.
Marketing and Sales Director
(Regional Office Bangkok, Thailand)
Developed a database of new and existing construction projects in Thailand and the companies involved.
Coordinated with all these companies, describing the consultant concept, how it could help them, what
specifically FELIX could provide for them and conducted contract negotiations. Presented a seminar on the
"Role of the Consultant in the Construction Industry" to various companies in Thailand. Provided
professional and technical services to TPI to establish a maintenance program for their operating
petrochemical plant.

Conducted the site preparation for the unit. Developed construction work forecast reports. Tracked and
recorded progress for underground piping, concrete placement and steel erection. Resolved engineering
problems that were encountered in everyday field situations. Performed take-off studies for unit Man Hours
on all phases of work. Coordinated with Materials Department on the ordering and expediting of material.
Directed craft supervisors in the field for day to day operations.
Construction Superintendent
(Saudi Arabia, Aramco Retrofit Projects - 1 Year Contract)
Provided construction management to local contractors on Aramco retrofit projects. Projects included new
five mile pipeline from well head to GOSP and installed instruments and piping in GOSP’s for emergency
shutdown system. Completed projects ahead of schedule and below budget. Maintained a complete daily
history of all projects with regard to activities, inspection and safety. Conducted weekly trouble shooting
meeting between project engineering and contractors. Coordinated the transfer of all correspondence to all
parties.

Design Engineer
(St. Lucie Unit I)
Conducted an engineering review and sign-off of back-fit work packages. That entailed reviewing
all pertinent drawings and resolving all open engineering items. Initiated a site program to perform
design, drafting and engineering functions for an Appendix R Conduit Support Retrofit Program.
Design Engineer
(St. Lucie Unit II)
Performed engineering structural evaluation of pipe support/restraints with regard to ASME and
AISC structural codes. Advised construction engineers on the "How to" redesign support/ restraints.
Analyzed isometric drawings to determine the stress levels in seismic and safety pipes. Reviewed
design drawings to ensure the optimum configuration was used. Helped institute and implement a
walk down program to verify plant integrity of piping and pipe supports for the cold hydro and hot
functional test, this included thermal monitoring of piping and pipe supports during heat-up and
cooldown stages.

Developed, coordinated and supervised all engineering activities on an ASME Pipe Support Retrofit
Program. This entailed detailed planning, establishing boundaries of systems, periodic field inspections,

(Enrico Fermi Unit II)
Responsible for all piping inside of Torus and associated Nuclear safety piping. The duties included
supervising the installation of pipe and pipe supports to ensure they complied with ASME Code
requirements, redesign of pipe spools when interference occurred, developed punch lists for system
turnovers, performed hydrostatic and pneumatic pressure test of piping. Managed a staff of three
engineers. For a two month period, assumed area superintendent's responsibility of sixty various craft
personnel.
1976 to 1978

Design Engineer
(Shoreham Nuclear Power Plant)
Re-engineered piping, pipe supports and HVAC when construction was not able to accomplish the
directives of the designers. This encompassed analyzing isometric drawings to determine interferences of
piping spools and redesign of same. Responsible for the original design and modification of pipe supports.
Evaluated the heating requirements and designed a sandblast building. Responsible for ASME
documentation of piping and pipe supports. Evaluated and proffered engineering approvals to billings from
vendors in both areas.
