5% growth was observed in exports mainly
due to increased export of grains,
vegetable oils, and construction
materials.
16.5% growth was observed in imports,
resulting from increased imports of coal and
containers.
2.4% increase in transit cargoes
throughput was attributed to the transit of
oil products, coal, and containers.
Domestic transportations decreased by
59%, mainly due to the decrease of
throughput of coal and grain cargoes,
counterbalanced by a six-fold increase of
internal transportation of coal.

KEY SUSTAINABLE LOGISTICS ACTIONS FOR UKRAINE
IN LINE WITH THE NATIONAL TRANSPORT STRATEGY 2030
ALL TRANSPORT AND LOGISTICS SUB-SECTORS
AND THEIR OVERSIGHT:
• Strengthening the capacity of public authorities in safety oversight &
transparency
• Significant needs to upgrade transport infrastructure in all modes
• Ensuring the pending/necessary adherence to key UN & EU regulatory
frameworks
• Significant improvements in skills and competencies needed across the board
ROAD AND RAIL TRANSPORT:
• Improving operational efficiency and profitability while reducing externalities
such as fatalities and emissions (esp. in road); and transparent management
(rail)
• Regulatory and fiscal means to speed up investment in modern equipment
INLAND WATERWAY TRANSPORT:
• Speed up investment to update facilities and resolve existing regulatory
bottlenecks
• Enable the creation of attractive intermodal service offerings to boost traffic
SEAPORTS AND PORT/LAND INTERFACE:
• Making the duties of private and public sectors more clear and transparent
• Improving service quality and predictability at lower costs and faster response
times
TARIFF POLICY
RAILWAY TRANSPORTATIONS:
• In direction “South-West-South” as well as for TMTM route
preferential tariff conditions are granted for transportation of
containers in transit through the territory of Ukraine irrespectively of
the country/ cargo dispatch in direct railway-ferry connection
• The tariff rates for transportation in transit through the territory of
Ukraine are in average 25% lower than established by the other
project participants
IN THE SEAPORTS OF UKRAINE:
• Granting of a discounts - 50% of port charges for transit cargo
and decreasing coefficient 0.5 to the rates of access to the
berth of the port operator
• Granting 75% discounts on port dues and pilot services for oil
transit through the Pivdennyi Oil Terminal (Ukrtransnafta JSC)
and significant discounts on port dues for transit operations
