What is the National Investment Council?
1. NIC is an advisory body to the President of Ukraine focusing on the issues related to business
environment, investment climate and FDI growth.
2. NIC brings together key high-level officials (the President of Ukraine, the Head of the Parliament, the
Prime Minister, the Head of the NBU) and representatives of largest Ukrainian and foreign investors in
Ukrainian economy.
What does the Office of the National Investment Council do?
1. Promote of policies that shall systemically improve business environment and investment climate in
Ukraine.
2. Provide Ukrainian an authorities with advice on how to remove hurdles that are blocking investments in
key sectors of Ukrainian economy.
3. Platform for public-private dialogue on issues related to investment climate.
Why is infrastructure is important?
1. Investments in infrastructure spur economic growth and job creation across the economy.
2. Total amount of investment by round table participants in Ukrainian infrastructure exceeds USD 1.0 bn.

6. Key issues influencing the development of sea ports and maritime
trade potential of Ukraine
1. Outdated legislation limiting privatization and concession of sea ports.
2. Ports fees in Ukrainian ports are significantly higher than in
competing countries.
3. Unbalanced pace of infrastructure development – sea ports and
cargo terminals are developing faster than automobile/railroad grids
and sea routes dredging is done.
4. Need of finalization and start of implementation of long-term
government strategy for transportation & infrastructure development.

7. Round table: Next steps
1. As a group of industry leaders, provide comments to new draft law on concession
and suggestions on improvement of regulation of lease of State-owned property.
2. Set up a working group including representatives of MTU, AMPU and companies
working in sea ports that shall help MTU bring sea port fees to a level that shall (1)
make Ukrainian sea ports more competitive, and (2) cover the costs of sea ports
and AMPU.
3. Support MTU in development of long-term government strategy for transportation &
infrastructure development that shall (1) unlock all logistic chains, and (2) balance
the pace of development of various pieces of Ukrainian infrastructure.
4. Create a framework for development of investment proposals for sea-port
infrastructure projects.

CONCESSION OF THE FERRY COMPLEX IN CHORNOMORSK PORT
Key facts
The Railway Ferry Complex is a part of Sea Commercial Port
“Chornomorsk”
The only facility in Ukraine, which handles rail and auto ferry lines, as
well as “ro-ro” vessels
It has two berths (#26, 27) with total length of 210 m and one “ro-ro”
berth with total length of 269 m (#28)
The depth of port berths is 9.7 m
Total handling capacity is 4.5 mln tones of cargoes in wagons,
150000 trucks and 250 000 vehicles per year
The complex is a part of rail ferry lines functioning on the Black Sea
and the “New Silk Road” trade corridor
