The Portland-Hillsboro Airport Master Plan provides guidelines for the maintenance, development, and operation of the airport over time. The plan includes specific development proposals for upgrading the airfield and landside facilities. It also establishes a capital improvement plan with funding from the FAA, staging airport projects based on increases in aviation activity levels. The goal is for airport improvements to be demand-driven rather than timeline-driven.
