General Planning Principles

Land Use decisions need to be consistent with the
General Plan, both in terms of the relevant text and the land
use map.




                          First Principle
Attract mixed-used development that enhances the
communities unique and positive qualities. This will be encouraged
in existing underutilized, commercial and industrial areas in order to
promote revitalization and economic            growth.
 




                       Second Principle
Zoning should generally reflect the actual use of the property 
or character of the area, rather than speculating use.
 




                       Third Principle
Double frontage lots should be avoided.
                    




                  Fourth Principle
Provide a buffer in between commercial   or industrial activity and 
local neighborhoods.
                                




                       Fifth Principle
Zoning boundaries should follow   rear lot lines.
                        




                      Sixth Principle
Avoid residential land use development that would result in an
isolated neighborhood.
                                     




                      Seventh Principle
Commercial expansion into residential areas should be given 
special consideration.
                                




                     Eighth Principle
Allow alley loaded parking in all residential neighborhoods.
                              




                       Ninth Principle
Locate density   bonus program housing along collector roads.
