3. In the initial phases of smart city concept, concept was
primarily focused on the use of innovative smart Information
and Communication Technology (ICT).

14. Concept Smart (New) City Regionalism is derived from the
principles of smart growth and new regionalism, as a
policy shaping mechanism and analytical framework for

advocates innovativeness, participation, collaboration and
co-ordination of and between policy fields (including
policy making process), actors and their territories
(sectorality and territoriality of policy making process.

and their regional development themes. Here regionalization is
based on “1+2+N” solution for smart city management system
