2. UNESCO Recommendation on the Historic Urban Landscape (HUL), 2011 addresses dynamic
living cities and integrated change management. Underpinned by effective governance, seeking
equity, and widely sharing best practices, HUL employs four tools:

2. Knowledge & Planning – Advisory Plans, Guidelines, Strategies, Integrating Heritage
