3. SIMPLEX
The beginning
• The SIMPLEX programme was launched in 2006, in the context of a strategy aimed at modernising public administration.
• Between 2006-2011, more than 1,000 measures of administrative and legislative simplification and eGovernment were
implemented. The execution rate of the programme was always above 80%.
• Some of the programme's measures were singled out and obtained international awards, both from the UN and the
European Commission.
• The outcomes of the programme turned SIMPLEX into a brand that is recognized by citizens and is associated to positive
changes in public services. This was also acknowledged in a OECD report (OECD (2008), “Making life easy for citizens
and businesses in Portugal – Administrative Simplification and e Government”).

4. The programme has retained its original feature of a single national programme of a transversal nature, covering all the
domains where the State is actively present.
It has also preserved its common approach to the various aspects of simplification, but it addresses new challenges in a new
era.

5. • Many meetings were arranged with business confederations and associations and with local authorities which
identified several measures for simplification and modernisation, as well with ministries of Central Government.
• Citizens and businesses were consulted during the design of the programme and will be consulted during its
implementation wherever they live, work and carry out their economic activities.
• Another form of participation was the SIMPLEX website which had an open channel for communication and submission
of suggestions and ideas.

6. SIMPLEX+ 2016
External monitoring
• It was created a mechanism to monitor the impact of the SIMPLEX+ measures on citizens' and
companies' lives, called MAIS - Monitorização e Avaliação do Impacto nos Serviços
(Monitoring and Evaluation of Impact on Services).
• This mechanism translates into the filling of surveys of satisfaction and usage. Its objective is
to measure the degree of knowledge of the measures by citizens and businesses, as well as
their respective degree of confidence in their use. (Work in progress)
• Based on the results of each survey, action will be taken to modify or improve the way measures
are implemented.

of requests for certificates of criminal record
by individuals and corporations.
Digital Mobile Key +
Disseminate the use of the digital mobile
key with the Citizen Card delivery, providing
a secure, simple-to-use authentication
mechanism, without the need for smartcard
readers or other devices.
