Background
EUnetHTA, the European network for Health Technology Assessment has for about a decade comprehensively dealt with various HTA production aspects. However, dissemination of the final HTA report was yet to be addressed. In order to identify best practices in this field, a Community of Practice (CoP) was initiated with the aim of bringing together people in charge of HTA dissemination amongst EUnetHTA members.
Objectives
To describe the building process and first results of the EUnetHTA Community of Practice on dissemination.
Methods
The objective of the CoP was defined by a work-team. Potential participants were identified from all EUnetHTA Partners, and as a first step a webinar was organised to present interested participants with the concept and objective of the CoP. Subsequently, a workshop was organised to share knowledge and plan future activities.
Results
44 people from 25 agencies in 18 countries joined the CoP. Of these, 25 participated in the webinar and confirmed the utility of the CoP. The workshop brought together 17 people and resulted in identification of crucial steps in the HTA dissemination process, knowledge exchange about dissemination actions, and main topics of interest to the CoP. A series of Webinars provided by the CoP members themselves has been set up, two webinars has already been conducted, and a third is planned later this year.
Conclusion
The CoP provides a suited format for formally exchanging information about dissemination of HTA reports and establishing best practices together with peers. Best practices identified through the workshop and the webinars will be compiled in a best practice document. Further activities will be planned in the future, including the consideration of stakeholder involvement.

The OECD helps countries implement open government reforms through policy analysis, recommendations based on international standards, peer learning, and capacity building. It supports open government principles of transparency, citizen participation, accountability, and integrity to foster sustainable development. The OECD works across sectors like public governance, access to information, public engagement, integrity and anti-corruption, using frameworks and comparative data to guide reform efforts.
Presentation by SIGMA expert Jolanda Trebicka from Albania, on the Analysis of the Albanian monitoring and reporting requirements and practices, made at a seminar organised by SIGMA for representatives of the Albanian Office of the Prime Minister and selected line ministries, Tirana 9 February 2017.
This document summarizes the main reform challenges for countries as identified by SIGMA monitoring results. It finds that while countries each have their own pathways, there are some common challenges across the region. The most challenging reforms are those ensuring accountability of the public administration and providing high-quality services to citizens and businesses. Setting coherent objectives and linking strategic planning to budgets are ongoing issues. Professionalization of civil servants, improving transparency and accountability, and strengthening fiscal and financial management also require additional focus.
ISSAI 12 provides a framework for SAIs to communicate and promote their value and benefits. It contains 3 objectives for SAIs to strengthen accountability, be relevant to stakeholders, and serve as a model organization. Each objective has underlying principles drawn from other ISSAIs. ISSAI 12 is accompanied by guidelines for communication strategies and a performance measurement framework with 7 domains and 24 indicators to assess SAI performance. The presentation discusses the background, structure, objectives, principles, guidance, and framework of ISSAI 12 and how SAIs can apply it to maximize their impact.

Why public administration reform matters?
• Public administration reform (PAR) is not a sector in its own
right but comprises horizontal reform areas (building blocks)
critical for all sectors.
• It provides a framework and pre-conditions for implementing
reforms in all sectors (education, health, security, employment,
youth, agriculture etc.).
• PAR supports many horizontal objectives, including:
• Improving the quality of public services
• Making the operations of government more efficient
• Increasing the chances that policies will be effective
