Christian Siemer is Partner in Fichtner and General Manager for Large Hydro Projects and Contract Specialist,
with more than twenty six years of professional experience as a graduated civil engineer (Dipl.-Ing) and Master
in Construction Law. For almost 20 years he worked in the field of hydropower and his technical back-ground
covers all types of layout schemes (run-of-the river, storage and pump storage projects with surface and cavern
powerhouses) and various types of dams (concrete gravity, rockfill, RCC or CFRD dams). He bears all project
management skills for successfully completing projects small and large scale projects in time and on budget and
leads and coordinated the projects teams on site in various countries all over the world and in the head office. He
is familiar with projects, financed by international donor agencies and private investors and is completely aware
about all required associated issues and steps to be considered and undertaken during project preparation and
implementation. To work as Owner’s Engineer under different contract types (for example FIDIC RED, PINK,
YELLOW, SILVER or GREEN BOOK) is his daily business. He is one of the very rare professionals in the
hydro business having sound management and technical knowledge combined with sound legal background.
With his education, knowledge and experience as Contract Expert, he knows to draft adequately Tender
Documents, to lead contract negotiations with civil and supply contractors and to conclude contract documents
with special emphasis on all types of FIDIC contract conditions. His special expertise in that respect is the most
common claim event, assessment of Extension of Time claims.
In parallel to his daily duties as General Manager for Large Hydro Projects, he has taken up the responsibility for
implementing BIM (Building Information Modeling) within the Fichtner organization. BIM is a new and ad-
vanced technology and is a digital representation of physical and functional characteristics of a project. BIM is a
shared knowledge resource for information about a facility forming a reliable basis for decisions during its life-
cycle; defined as existing from earliest conception to demolition. It will be one of the emerging technologies to
be deployed in the planning, design, construction, and facility management of civil projects in the future.

• Thuong Kon Tum Hydropower Project, Vietnam
The Thuong Kontum Hydropower Project is located on the Dak Nghe River in central Vietnam. The
scope of the civil works comprises the construction of a dam, intake structure, tunnels, pressure shaft,
penstock, underground power house and a discharge channel. The work scope covers the design
review, tendering and contract negotiation and finally Site Supervision of all the civil works and
related E&M equipment. The total construction period of the project is 42 months.
The headrace tunnel has a total length of 17.483 km with a diameter of 4,5 m, whereas 11km of the
headrace tunnel shall be excavated by TBM and the remaining tunnels will be excavated by the
drilling-blasting method. Furthermore the scheme has a surge chamber (60m×8m×13m), a vertical
shaft (284m high), an underground powerhouse (69.5m ×20.50m×41.40m) with space for two Pelton
units with total capacity of 220MW and a main transformer hall (69.00m×14.60m×14.45m in L×
W×H), a tailrace tunnel of 1.5 km length and its related tailrace. The net head is 910 m, the discharge
is 30 m³/s.

• Huoi Quang Hydropower Plant, Vietnam
The Huoi Quang dam is located in the mountainous provinces of Lai Chau and Son La, on the Nam
Mu River, a tributary of the Da River. The power plant, a few kilometres downstream in Son La
Province, will have two turbines for a total generating capacity of 520 MW.
The scheme comprises a concrete gravity dam of 99 m height with 6 overflow bays, 2 pressurized
headrace tunnel with a length of 4 km and a diameter of 7,5 m, an upstream surge tank of 104 m
height and 18 m diameter, an underground powerhouse for two Francis units of 260 MW installed
capacity, a downstream surge tank of rectangular shape (12,5 m x 36,5 m, 77 m high) and two
tailrace tunnels with 260 m length. The design discharge for power production is 380 m³/s with a net
head of 151 m, the 50 years flood for the spilling capacity of the spillway is calculated with 13000
m³/s.

Fichtner acts as technical consultant for a consortium comprising Korea Water Resources
Corporation and JSC Nenskra, which is planning to develop, construct and operate a 210 MW
hydropower plant in Georgia. Construction will take five years and the BOT operator model
envisages a contractual period of 20 years for the consortium. Fichtner's services are split into three
work packages. The first two pro-vide for consultancy services for design review, preparation of
Tender Documents (Civil works and E&M works, FIDIC Silver and Yellow Book), contract
negotiation and contract award and up to financial close. In the third package, Fichtner reviews the
drawings and provides Site Supervision during implementation, always with the aim of minimizing

The World Bank has made available to the Burundian government funds to undertake a comparative
study of ten potential sites for mini hydropower plants. For the four most suitable sites, pre-feasibility
studies are conducted and then for two, their feasibility is established under technical and economic
criteria. The two power plants equipped with Francis units, have an installed capacities of 2 x 30 MW
each. Fichtner elaborates the related feasibility study, the Tender design and establishes the EPC
Tender Documents with specifications, based on Worldbank Standards for the power plants, the
transmission lines and substations which are necessary for the interconnection to the Burundi
national grid and the access road construction (80 km).

• Owner’s engineer: Rehabilitation of Mount Coffee 80 MW Hydropower Plant, Liberia
The Mount Coffee Hydropower Plant is located approximately 27 kilometers (km) northeast of
Monrovia, Liberia. The plant was originally designed as a run-of-river scheme. An earthfill dam and
a 10-bay spillway structure with radial gates were located in the original river channel. Inflows to the
reservoir were diverted through a channel to the power house located at a bend in the river. This
arrangement, in combination with an excavated tailrace channel, allowed development of the

maximum hydraulic head at the Mount Coffee site for 64 MW. During the period of civil unrest in
Liberia, power generation at Mount Coffee had to be stopped and operation of the spillway gates was
prevented by the hostilities. This resulted in surcharging of the reservoir until Forebay Dam No. 1
was breached in August 1990. Approximately 180 meters (m) of the 12.2 m high dam, which was
founded on overburden, was eroded down to bedrock. With the shut-down of generation, the
powerhouse was vandalized and virtually stripped of power generation equipment, and much of the
gate equipment
Identified as the best near-term measure for reconstruction of the Liberian energy sector is
rehabilitation of the destroyed and eroded components of the Mount Coffee Hydropower Plant and its
upgrade from 64 MW to 80 MW. During initial project planning, services include perusal and
finalization of existing documents, additional studies and project optimization. Then Tender
Documents are drawn up and assistance provided up to contract award. This is followed by Detail
Design, design review, Site Supervision, shop acceptances, and coordination of commissioning with

The project is located at the Da river in Lai Chau province at the North-Western border to China. The
project is designed to produce 4700 GWh per year and to improve water supply for irrigation in the
downstream areas in the dry season. The dam is of Roller Compacted Concrete (RCC) type with 177
m dam height and 616 m crest length and includes at the downstream side a powerhouse with 3
Francis units, each with a capacity of 400 MW. The total design discharge is 1664 m³/s for the three
units. The network interconnection will be via 500 kV GIS substation. The following consulting
services are provided: project management during implementation, design review for all civil and

The scheme is located on the Victoria Nile, 8 km downstream of the town of Jinja, Uganda and

located. The powerhouse accommodates five 51 MW Kaplan turbines, power evacuation

The main aim of this project is to protect flood-endangered areas in Liwa and Shinas in the North
Batinah Region of Oman. In the first phase of the project the existing situation had been analyzed and

also included the appraisal of the dams' impact on improving the groundwater situation beneath the
impoundments. In the second phase of the project geological and geotechnical investigations

• Pahang - Selangor Raw Water Transfer Project, Malaysia
To meet the future rise in water demand in Kuala Lumpur, the construction of a pipeline system for
transferring 1890 million liters of raw water per day from the State of Pahang to the State of Selangor
was required including the construction of an 30 m high earthfill dam at the River Kelau creating the
required reservoir and a waterintake structure with pumping station at the River Semantan. The water
transfer tunnel with 44.6 km length and a diameter of 5 m counts to the longest tunnel structures in
Asia and was excavated by three TBMs. Support was provided in project implementation as
independent consultant to the Malaysian Ministry of Energy, Water and Communications.

• Feasibility study for the Madian Hydropower Scheme, Pakistan
Madian HPP is located at the Swat river and is the last in a cascade of four projects, in the north of
Pakistan. The project comprises a concrete gravity dam (30 m heigh), 11,5 km long headrace tunnel,
a surface powerhouse with 3 Francis units each 50 MW. The net head is 142 m, the total discharge
110 m³/s which generating an annual energy output of 720 GWh.
The study was performed in three stages:
Phase 1: Pre-feasibility study: review and complementation of project data, preliminary layout and
design, cost estimate, risk assessment, financial and economic appraisal, tariff calculations,
preparation of report;
Phase 2: Bankable feasibility study: project designs for reliable, sustainable and economic hydraulic
structures and generating systems to best international hydroelectric engineering practice for projects
in Himalayan environments;

Feasibility Study for Fula II and Bedden Hydropower Plants, Southern Sudan
The Fula and Bedden HPPs are located on the Upper White Nile in Southern Sudan, between the
Ugandan border and Juba. Rockfill and RCC dam options have been investigated at two dam axes for
each project with dam a crest length of more than 700 m and a height of 60 m each, resulting in 8
layouts. Each of the two plants will be equipped with 4 Francis turbines of 300 MW installed
capacity each, generating an annual energy output of 2,000 GWh. The design discharge for the s, the
spillway is 7400 m³/s, the reservoir created by the dams will have a length of 24 km.
This bankable Feasibility Study is sub-divided into several phases and contains the review and
completion of existent project data, preliminary design and configuration of installations,
specification of costs, risk assessment, tariff studies as well as geological, hydrological,
sedimentological and topographical investigations, environmental and sociological studies and the
dimensioning of hydropower constructions comprising dam, waterways, turbine house and power
transmission system including investigations on power export.
On the basis of investment costs and with regard to the electricity tariff that has to be obtained for a
cost-effective operation of the plants, an economic feasibility study will be realized.
