This was a USAID funded project (the Aceh Road / Bridge Reconstruction and Rehabilitation Project) initiated after the
December 2004 tsunami devastated Aceh Province in the north end of Sumatra. The project was a combination of new and
re-furbished road, new bridges and culverts over an approximate distance of 140 kilometers. My duties included, but were
not limited to:
• Certification of the contractors monthly progress statements
• Contracts interpretations
• Construction Costs Estimating
• Supervision of contractor works on both the Priority and Prime Contracts
• Supervision of 12 CMC staff and 5 contractors, and locally hired maintenance personnel at a remote field office
compound location. I was the senior staff officer in charge of the CMC Lamno offices and reported to the Chief
Resident Engineer, who was located 80 kilometers north in Banda Aceh. I was the only expat on site; supervising
the works and reporting both directly to Parsons and the USAID Technical Officer.
• Played a supervisory role in the development and setup of the office site compound facilities, residential fit out of all
staff accommodations, facilities procurement, security, and communications systems.
• Coordinated USAID project efforts with numerous NGO’s and disaster relief agencies building houses, schools,
water and sanitation and related community needs.

A DOD project for the Army Corp of Engineers at the Newport Chemical Depot Facility. The project was the neutralization
and demilitarization of chemical weapons (VX Nerve Agent) per the International Treaty on destruction of Chemical
Weapons. For Project Controls my duties included:

• Support in proposal preparation, subcontractor pricing, staffing plans, other direct and indirect cost support of

• A Senior in Cost Engineering for this over 1 billion dollar project in subcontracts administration activities, financial

Parsons project to achieve U.S. Federal Certification in this field)

Engineer and a few months later to also manage the Estimating Dept. as the Chief Estimator. My duties while with PT&C
were ostensibly the same as while with Parsons at the Newport, Indiana site noted immediately above.

Provided project oversight, scheduling, financial monitoring, supervision of field staff & subcontractors, reporting and
monitoring for multiple commercial projects in New York and California. As PM my work also included preparation
construction schedules, negotiation of subcontract and supplier contract and purchase order and tender/contract
agreements, progress payment review, adherence to plans and specifications, and interfacing with other trades
subcontractors and key stakeholders.

Provided commercial oversight, procurement coordination, expediting and contract administration for engineering and
construction services on two projects over $72 Million each with Merck Pharmaceutical, Inc. including but not limited to:
• Extended consulting expertise assistance in strategic and tactical planning for the client’s Global Procurement
Department on Building Automation, Security, Electrical, HVAC and other Systems for plant sites throughout the
world.
• Held a Grant of Authority up to $1M per subcontract package to enter into contracts on behalf of Merck.
• The SCA for an Animal Research Extension Facility.

• Provided Consultancy support in both strategic and tactical planning of a procurement nature within the confines of

with a dual role in civil works; including all mechanical systems, electrical systems, lifts and escalators, fire
and plumbing systems, HVAC & BAS, water & waste treatment, pumping stations & lagoons.
• Support and direct interfacing with civil, structural, and architectural works including site layout & planning,
underground utilities, roads, water drainage and associated works.
• Perform budget estimating and analysis of those systems and negotiated tendered contractor and vendor
proposals and performed site management monitoring, meetings and inspections.
• Developed a more cost efficient power transmission routing system, saving tens of thousands of dollars.
• Played an essential role in designing a more resourceful water pumping and transmission system for a
company 18-hole golf course, saving thousands of dollars per year in operating costs over the original

Performed claims analysis for arbitration, litigation, and/or settlement of troubled projects including industrial plants, high-rise
commercial and residential buildings, shopping complexes, government and civil projects that ran from several thousand
dollars to multi-millions. Much of what went wrong on these projects (primarily civil projects) involved cost overruns from
poorly planned construction schedules and insufficient inspection / quality control procedures. My job responsibility was to
seek out the questionable planning, scheduling, inspections, and QA anomalies that may have contributed to the problems
and then to prepare briefs for the use of the arbitrators and/or attorneys.
