- Collaboration with SMEs development agencies in Azerbaijan and Moldova on greening SMEs activities and tools EU4Climate in a number of the beneficiary countries (climate aspects in pilot SEAs to be implemented in the countries) and EU4Business Initiative in Ukraine (to work with SMEs) UNEP provides regular support for organization/logistics of inter-ministerial dialogue on Green Economy (GE). For example, this year in Moldova UNEP supported the meetings of the Working Group on the Green Economy on the 14th of February and 11th of September. These meetings enable to monitor progress under the programme as well as to define/review priority future activities for UNEP and other implementing partners f EU4Environment. Complementarity with other UNIDO projects, for example 16 companies for RECP Clubs and EaP GREEN Porgramme participated in the on survey “Impact of COVID-19 on Ukrainian Manufacturing Companies and Assistance Required for Business Recovery” under UNIDO Project “Promoting the Adaptation and Adoption of Resource Efficient and Cleaner Production through the Establishment and Operation of a Cleaner Production Centre in Ukraine” (funded by Switzerland and Austria). Close work with Germany-funded project on Circular Economy in Belarus focused on packaging
- The institutional and capacity building activities will support the implementation of the Paris Climate Agreement and the Sustainable Development Goals, including SDG 12 Sustainable consumption and production patterns in particular. Both EIA and SEA are procedural tools that require and emphasize public participation at different stages of the assessment of draft individual projects, plans and programmes. Ensuring the inclusion of civil society, in particular, environmental NGOs, in all the relevant sub-activities on SEA and EIA is something that UNECE emphasize in its activities. The robust EIA and SEA systems the development of which EU4Environmetn supports are anticipated to contribute to good governance aspects as well, by contributing to more informed, transparent, participatory and accountable planning and decision-making. SDGs Environmental assessments, in particular, Strategic Environmental Assessment, is an important tool to assist countries in achieving Sustainable Development Goals and their targets. It helps countries prevent costly mistakes that arise from neglecting environmental and health effects by providing early warning signals about environmentally unsustainable development options. The EU directives on SEA and EIA as well as the Espoo Convention and, in particular, its Protocol on Strategic Environmental Assessment (Protocol on SEA) provide a framework for the comprehensive integration of environmental and health concerns into a wide range of policies and legislation, programmes, plans and development activities, in all economic sectors, thus helping countries to assure alignment of development with the SDGs. EU4Environment supports the beneficiary countries in the area of SEA and transboundary EIA. Goal by Goal SEA and EIA contribute to: SDG 1, target 1.5; SDG 2, target 2.4; SDG 3, targets 3.9 and 3.d; SDG 6 (6.3, 6.5, 6.6, 6 (a), 6 (b)); SDG 7 (7.2, 7(a)); SDG 8 (8.4); SDG 9 (SDG 9.1, 9.4); SDG 11 (11.3, 11.4, 11.6, 11.a, 11.b); SDG 12 (12.2, 12.4, 12.5) – i.e. SEA contributes to reducing related environmental impacts, by ensuring that environmental and health concerns are thoroughly taken into account in, among others, waste management plans and programmes. Under the EaP GREEN, pilot SEAs of waste management strategies in the Caucasus were completed under the Protocol on SEA. Similar endeavours could be carried in the beneficiary countries under EU4Environment should a country/countries choose a respective draft plan/programme for its SEA pilot (currently, the identification of draft plans to be subject to SEA is in progress for the three countries in the Caucasus).
