actions at national level.

Vision, goal and objectives:
The vision of the Program is to consolidate the
institutional, administrative and management
potential to ensure the implementation of the Green
Economy principles in all sectors of social-economic
development in the Republic of Moldova.
The Goal of the Program is to promote the
implementation of the Green Economy principles in
the Republic of Moldova in harmony with the
economic development and social welfare.

Indicator 2.1: GHG emissions
Definition: This indicator shows aggregate greenhouse gas emissions and
those by sector. Greenhouse gas emissions include six major gases (carbon
dioxide, CO2; methane, CH4; nitrous oxide, N2O, and the F-gases) that are
monitored by the UNFCCC.

2014, in force from 4 of January 2015);
• Development of the Law on SEA (adopted by Parliament on 2 of
March 2017, enter in force – 7 of March 2018);
• Guidelines on EIA and SEA, trainings for public servants and
NGOs; training of a team of national experts at regional level;
• SEA piloting at national (Road Map on Green Economy) and local
(Master Plan of Orhei City) levels;

15. Objectives of the SEA for the Program on Green Economy:
• integrate GE provisions in priority economic sectors;
• Set targets and develop major short term actions;
• Identify key performance indicators;
• Support strong inter-ministerial cooperation and co-ordination;
• Facilitate access to specific data, environmental risks assessment
and alternatives.

16. Synergy of the processes (years 2016-2017):
• Application of the national SDG objectives and
targets within the GGIs development, SEA scoping
and environmental report development;
• Identification of baselines and dynamics for the
selected environmental and specific sectorial
indicators within the Green Economy and SEA
process;
• Adjusting of GGIs and SDGs applied for the
monitoring of the performance of the Green
economic development;
• Capacity building.

17. • Expertise and support from international
organizations/EaP GREEN implementing partners
was the key of success of the process;
• Synergy between sub-components was an added
value (Green Economy/SEA, GE/GGIs etc);
• Capacity building was efficiently combined with
policy making, piloting and visibility stages;
• Limited access to data during governmental reform
process and instability in country/region;
• Limited financial resources in the country;
• Need of strong coordination at
country and region levels.
Lessons learned within the EaP
GREEN implementation
18. • Political instability, governmental reform and environmental
institutional optimization – need to ensure continuity and
sustainability;
• Promotion of GE as part of EU Integration Agenda;
• Establishment of the Environment Protection Agency with
responsible departments in charge for EIA/SEA;
• Enforcement of the Law on SEA (starting with March 2018);
• Capacity building for central, local authorities and NGOs on
Green economy, GGIs, EIA/SEA application and promotion;
• Transfer of best practices and knowledge in the region from EU
countries/international organizations (organic agriculture RECP);
• Identification of local and external financial resources;
• Networking/exchange of experience.
Challenges and priorities for Green
Economy promotion in Moldova
19. For the years 2018-2020:
• Coordination of the GE promotion by the Inter-
ministerial Working Group on Sustainable
Development and Green Economy;
• Integrate GE, GGIs, SCP in National Development
Strategy Moldova 2030;
• Monitor the performance of GE implementation
applying the national GGIs set;
• Capacity building, mobilization of technical
assistance and investments for GE promotion for
all sectors of the economy.
