SARVA SIKSH ABHIYAN (SSA)
• Pioneered by former prime minister Shri Atal Bihari
Vajpayee.
• Sarva siksha abhiyan was a part of U.E.E and was
launched by Govt of Indian 2002.
• Almost 10yr later it was declared as education
fundamental right.
• The programmed to provide useful and relevant
elementary education for all children in the age group of
(6-14yr) age group by 2010.

• Overall goal include universal access and retention,
Bridging of gender and social category gaps in
education and enhancement.
• All children in school, education guarantee center,
alternate school, (Back to school) camp by 2003.
BACKGROUND OF SARVA SIKSHA
ABHIYAN
• In 1993, Supreme Court of India gave its judgment
that education to be a fundamental right at children
belongs to age group of ( 6-14yr).
• 5 Yr later of a conference was held under the
chairmanship of HRD Minster and submitted its
report in 1999.
• Broad framework of SSA is based on
recommendation of National Committee.
• Committee recommended active partnership between
central state and local govt in quest for U.E.E.
CHARACTERSTICS OF SSA
• Programme with a clear time frame for universal elementary education.
• An opportunity for promoting social justice through basic education.
• A response to the demand for quality basic education all over the country.
• An effort was made effectively involving the Pachyati raj institutions,
School management committees, village and urban slum level education
committees, Parent teacher association, Mother teacher association.
• An expression of political will for universal elementary education.

• All children complete (5yr) of primary schooling by
2007.
• All children complete (8yr) of elementary schooling by
2010.
• Focus on elementary education of satisfactory quality.
• Universal retention by 2010.
