Along these directions, the talk presents the methods, the tools and the solutions that structure the main generations of Digital Governance. Starting from the introduction of computers in the public sector and reaching the emerging applications of artificial intelligence and other exponential technologies, the talk covers the benefits and the challenges for decision makers, from a technical and administrative viewpoint.
After analysing the key AI technologies that can be applied in the public sector, the course gives an overview of potential applications (e.g. chatbots, intelligent agents, decision making algorithms, machine learning systems, etc) in various European countries and sectors of the economy. Furthermore, the aims, the benefits and the possible challenges and risks of such applications are being presented, together with the means for risk mitigation. The course also presents the main initiatives for promoting , monitoring and regulating the use of artificial intelligence in the public sector, in Europe and the world.

Open data portals have been a primary source for publishing datasets from various sectors of administration, all over the world. However, making open data available does not necessarily lead to better utilisation from citizens and businesses. Our paper presents a new framework and a prototype system for supporting open application development by citizen communities, through gathering and making available open data and open web services sources from governmental actors, combined with an application development environment, training material and application examples.
This is a presentation of Gov4All platform, a web site for managing citizen-driven development in Greece.
From eGov 2.0 to eGov 3.0: The Research Agendasamossummit
The research agenda of the eGov area will be discussed in this session, focusing on innovative ideas and directions for its advancement from the eGov 2.0 to a new eGov 3.0 paradigm.

Working with data is a challenge for many organizations. Nonprofits in particular may need to collect and analyze sensitive, incomplete, and/or biased historical data about people. In this talk, Dr. Cori Faklaris of UNC Charlotte provides an overview of current AI capabilities and weaknesses to consider when integrating current AI technologies into the data workflow. The talk is organized around three takeaways: (1) For better or sometimes worse, AI provides you with “infinite interns.” (2) Give people permission & guardrails to learn what works with these “interns” and what doesn’t. (3) Create a roadmap for adding in more AI to assist nonprofit work, along with strategies for bias mitigation.
