In the era of globalization, entrepreneurship development in the rural context is a challenge. According to 2011 Census 68.84% people are living in rural areas of India. People in rural areas suffer with unemployment, poor infrastructure facilities which may be solved with the development of the rural entrepreneurs. “Rural Entrepreneurship can be defined as entrepreneurship emerging at village level which can take place in a variety of fields of endeavor such as business, industry, agriculture and acts as a potent factor for economic development”. But, these rural entrepreneurs are suffering with various problems like fear of risk, lack of finance, illiteracy, and competition from the urban entrepreneurs. Rural entrepreneurs increase the standard of living and purchasing power of the people by offering employment opportunity to the people in villages. This paper is an attempt to understand the problems and challenges for rural entrepreneurship in the context of rural development in India and possible suggestions to overcome the problems.

The Paper focuses on Skill Development through Community based vocational training; a concept developed in and practiced by the Author in different parts of India and now a regular feature in the Vocational Rehabilitation Centres for handicapped. Gives information on the projected pwd population in 2016, present status of educational levels and the innovative experiment carried out by the author in 1989 in rural areas. It was also repeated in other States. A study carried out one year after CBVT showed 83% were earning. They were able to access the employment market. Depending on the need, some were helped through local employment market, some through self employment or group employment and formation of self help groups. A sample of syllabus developed with daily or weekly skill targets is annexed.
SCHEME GUIDELINES OF NATIONAL PROGRAMME FOR YOUTH ADOLESCENT DEVELOPMENT (NPYAD)GK Dutta
The scheme titled National Programme for Youth Adolescent Development (NPYAD) has been formulated by merger of four 100% central sector grants-in-aid schemes of the Ministry of Skill Development, Entrepreneurship, Youth Affairs and Sports during 10th Plan namely, Promotion of Youth Activities & Training, Promotion of National Integration, Promotion of Adventure and Development and Empowerment of Adolescents, with a view to reduce multiplicity of schemes with similar objectives, ensuring uniformity in funding pattern and implementation mechanism, avoiding delays in availability of funds to the field level and institutionalising participation of State Governments in project formulation and its implementation. While there will be synergy and convergence in operational mechanism and programme delivery, there will be clear distinction with regards the financial parameters of each of the components under the scheme.
On 06 Jan 2016 ,the Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, approved the “Stand Up India Scheme” to promote entrepreneurship among SC/ST and Women entrepreneurs. The Scheme is intended to facilitate at least two such projects per bank branch, on an average one for eachcategory of entrepreneur. It is expected to benefit atleast 2.5 lakh borrowers.
The expected date of reaching the target of at least 2.5 lakh approvals is 36 months from the launch of the Scheme.

2. Swarnajayanti Gram Swarozgar Yojana
The program is aimed at establishing micro enterprises in rural areas based
on the ability of the poor and potential of each area.
Since 1999 the Swarnajayanti Gram Swarozgar Yojana (SGSY) has been
implemented as the largest program for the self-employment of the rural
poor with a focused objective to bring the assisted BPL families [ Swarozgais]
above the Poverty Line by providing them income-generating assets through
provision of bank credit and Government subsidy.

3. National Program for Rural Industrialization
(NPRI)
The National Program for Rural Industrialization envisages setting up Rural
Industrial Estates and Artisan Clusters to provide necessary infrastructure
and support services to the village industries.
The Finance Minister in his Budget Speech for 1999-2000 announced
the National Programme for Rural Industrialization (NPRI) to promote
clusters of units in rural areas aiming to set up 100 rural clusters in each
year.
Ministry of Agro & Rural Industries has been designated to coordinate
the programme with various Ministries/agencies engaged in similar
programme.
Small Industries Development Bank of India (SIDBI), National Bank for
Agriculture and Rural Development (NABARD), Khadi & Village Industries
Commission (KVIC) and states are the major implementing agencies of the
programme.

4. Micro and Small Enterprises – Custer
Development Program (MSE – CDP)
The Ministry of Micro, Small and Medium Enterprises (MSME),
Government of India (GoI) has adopted the cluster development approach
as a key strategy for enhancing the productivity and competitiveness as
well as capacity building of Micro and Small Enterprises (MSEs) and their
collectives in the country.
Clustering of units also enables providers of various services to them,
including banks and credit agencies, to provide their services more
economically, thus reducing costs and improving the availability of services
for these enterprises.

Programs [2008]
The objective of the program is to generate employment opportunities in
rural as well as urban areas through setting up of new self-employment
ventures/projects/micro enterprises.
The program was launched on 15th August 2008 to empower the fist
generation entrepreneurs to set up micro enterprises.
The scheme is formulated by merging by merging Prime Minister’s
Rojgar Yojana (PMRY) and Rural Employment Generation Program (REGP)

8. Rural Self Employment Training Institutes
(RSETI’s)
RSETIs are Rural Self Employment Training Institutes, an initiative of
Ministry of Rural Development (MoRD) to have dedicated infrastructure in
each district of the country to impart training and skill upgradation of rural
youth geared towards entrepreneurship development. RSETIs are managed
by banks with active co-operation from the Government of India and State
Governments.
Dedicated institutions designed as to ensure necessary skill training
and skill up gradation of the rural BPL youth to mitigate the
unemployment problem.
These are promoted and managed by banks with active cooperation from
state governments

9. RSETI concept is based on RUDSETI (Rural Development and Self
Employment Training Institute), a society established jointly by three
agencies i.e. Syndicate Bank, Canara Bank and Sri Manjunatheswara Trust
based at Ujire in Karnataka.
One RSETI is established in every district in the country. Concerned bank is
the lead bank in the district takes responsibility for creating and managing it.
Government of India will provide one - time grant assistance, upto a
maximum of Rs. 1 crore for meeting the expenditure on construction of
building and other infrastructure.
After successful completion of the training, they will be provided with credit
linkage assistance by the banks to start their own entrepreneurial ventures.
