City of Los Angeles Economic & Workforce Development Department April 2015 to October 2015
Industrial & Commercial Finance Officer. Administered and restructured the City’s HUD-funded CRE loan portfolio; loans
from $1MM to $25MM. Structured/underwrote small business term loans from $t00M to $500M. Designed the City’s prototype small
microenterprise business loan program and made the proof of concept presentation to City Departments.
Far East National Bank (pending acquisition by Cathay General Bank) 2010 to February 2015
Special Assets VP (2010). Loan Syndications VP, RM, Underwriter, and Credit Administrator (2011-2015).
Managed $200MM in C & I, SBA and CRE problem loans. Changed the culture of the bank from being reactionary to creating
proactive solutions. Built consensus on loan workout, note sale and enforcement strategies. NPA ratio declined from 20% to 3%.
Promoted to launch large syndicated corporate loan program to diversify loan assets. Composed white paper for the Board and
OCC which included loan policy. With staff of 2, developed, underwrote and closed, and traded in, middle market to large business
leveraged C & I loans to industries like: tech/clean-tech, healthcare/pharmaceutical, chemical, energy, entertainment and service
businesses. Within 18 months, this business segment made up 20% of the bank’s loan portfolio.
City National Bank (Imperial Capoital Bank Division) 1998 to 2009
Portfolio/Loan Review Manager (1998-2003). Loan Underwriting Manager (2003-2007). Special Assets Team Leader (2007-2009).
Supervised staff of 4 to administer $500 million portfolio of construction/bridge and business loans; primarily franchise loans and film
finance loans. Underwrote extensions/modifications. Proactively identified Watch credits with early action plans to improve loan
quality. Redesigned the loan review process to increase loans covered and leverage the review process to enhance business
relationships. Result was that 1/3 of loan production in 2002-2003 was initiated by loan review team.
Supervised 8 underwriters and 20 processors to approve and close $1,000MM per year of CRE construction, bridge and perm
loans, and C & I owner-user CRE, high net worth, franchise finance, and film production loans. Lending authority up to $3MM.
Served on the bank’s loan committee. Co-led initiatives in two areas: 1) Invent quantitative underwriting models and guerilla
underwriting techniques to price, underwrite and purchase $800MM of CRE loan pools and 2) Create efficiency in underwriting and
loan processing to reduce “Days in Ops” of CRE loan applications from 80 to 40 days. Improvement in speed enhanced NIIM.
As problems with loan assets increased in late 2007, transformed top underwriters and processors into special assets officers to
resolve $500 million in classified / NPL CRE and C & I loans for this $4 billion bank. Prepared and signed off on subordinates’
monthly and quarterly internal asset reviews for each loan and successfully restructured $75 million of loans.
