Functions of DGCA vis-à-vis GAGAN
• Directorate General of Civil Aviation (DGCA) is the Civil Aviation
Regulatory Authority of India
• DGCA is responsible for GAGAN Certification
• DGCA is responsible for approval of flight procedures to certify
airports with LPV
• DGCA is responsible for enacting necessary changes in CAR, CAP, APM
manuals for GAGAN
Steps for SBAS Certification Includes: Safety, Operations, Security, (Systems and
Facility) and Service certifications
Certified service over Indian FIR
Commissioned for use, since Dec 2013

“Certification” denotes activities undertaken to assure SBAS conformance
with contractual performance requirements, safe usage for aircraft
navigation in specified flight operations, and operationally acceptable
SBAS Certification Process
• Safety Certification:
• Certification of safety of the GAGAN System to ensure that design assurance process provides sufficient
proof of achievement of integrity requirements
• Major steps required are: Safety Assurance process;
• Probability of Hazardously Misleading Information (PHMI) Integrity Analysis;
• Failure Mode , Effect & Criticality Analysis (FMECA);
• Fault Tree Analysis;
• Performance Analysis;
• Test and Validation
• Operational Certification:
• Ensure that all system integration requirements have been complied with
• Validate that the system is working properly within the service area
• Ensure that equipment function within the limits
• Ensure that operations and maintenance teams are trained
• Ensure procedures are in place and are being followed
Certification Requirements
• Security Certification:
• Undertake vulnerability assessment on GAGAN Architecture
• Define threat Characterizations
• Assess risks for each threat
• Mitigated risks to an Acceptable Level of Safety (ALoS)
• Service Certification
• Ensure continuity, Availability, Integrity & Accuracy GAGAN SIS for reliable operation.
• Ensure development, design and validation of procedure for SBAS operations.
• Ensure necessary training for operators

GAGAN Commissioning Tasks
(I) System Approval
• Stating Requirements
• System shall meet requirements as stated in ICAO GNSS SARPS
• Verification through PSAT Results, FSAT results, TRT Reviews, Stability Test,
Flight Test results
• System baseline, Design equipment
• Includes reviews/ audits to baseline the system requirements, system design,
design implementation, hardware & software configuration etc.
• Adopted from WAAS / MSAS, certified by FAA
Note: GAGAN system design is based on FAA certified WAAS/MSAS design.
(I) System Approval
• System safety assurance – SSA Plan provided by Raytheon
• Safety assurance process is integrated with the system development process
to include:
• Identification and control of hazards to an acceptable level for system operation
• Verification of safety performance requirements - reviews through HRB, PMRs & TRT
• Testing and evaluation
• Design qualification test – adopted from FAA approval
• GAGAN unique design, tested and validated
• Factory Acceptance Test (FAT), Site Acceptance Test (SAT), Preliminary
System Acceptance Test (PSAT), Final System Acceptance Test (FSAT)
completed
(II) Facility Approval
• Siting and Installation
• Site surveys, site preparation, installation and site acceptance tests
completed.
• Operational Test and Evaluation (OT&E)
• OT&E requirements
• OT&E Tool Suite, comprising 19 tools developed by in-house team.
• OT&E Plan includes:
• System stability test, static testing, dynamic testing, degraded operation testing and
shakedown testing.
(II) Facility Approval
• Shakedown testing
• System is operated as if this is operational, but no aviation users
• Verifies that the system is ready for operation
• Procedures are in place
• Man power is trained
• Logistics are ready
• System maintainability and Training
• Experienced and trained engineers working at GAGAN
• Training plan for newcomers, in place
• Maintenance manuals, site/ facility drawing and technical instruction book available
• Spares and support equipment
• Critical spares available
• Procurement process in place
(II) Facility Approval
• Joint Inspection
• Joint inspection ensures that project has been completed as per defined
standards and specifications and facilities are capable of providing required
services.
• Joint inspection of GAGAN installations, conducted through a joint team,
comprising members from DGCA, AAI, ISRO and local representatives.
• Joint inspection reports and compliance to Joint Inspection Committee
observations submitted to DGCA.
(III) Service Approval

• Identification and survey of airports for procedure development
• Flight procedure development

  • 2. Functions of DGCA vis-à-vis GAGAN • Directorate General of Civil Aviation (DGCA) is the Civil Aviation Regulatory Authority of India • DGCA is responsible for GAGAN Certification • DGCA is responsible for approval of flight procedures to certify airports with LPV • DGCA is responsible for enacting necessary changes in CAR, CAP, APM manuals for GAGAN Steps for SBAS Certification Includes: Safety, Operations, Security, (Systems and Facility) and Service certifications
  • 3. Certified service over Indian FIR Commissioned for use, since Dec 2013 GAGAN APV 1GAGAN RNP 0.1 Typical APV 1 Service over Indian Landmass APV 1 operational since May 2015 GAGAN Services 3
  • 4. “Certification” denotes activities undertaken to assure SBAS conformance with contractual performance requirements, safe usage for aircraft navigation in specified flight operations, and operationally acceptable SBAS Certification Process
  • 5. • Safety Certification: • Certification of safety of the GAGAN System to ensure that design assurance process provides sufficient proof of achievement of integrity requirements • Major steps required are: Safety Assurance process; • Probability of Hazardously Misleading Information (PHMI) Integrity Analysis; • Failure Mode , Effect & Criticality Analysis (FMECA); • Fault Tree Analysis; • Performance Analysis; • Test and Validation • Operational Certification: • Ensure that all system integration requirements have been complied with • Validate that the system is working properly within the service area • Ensure that equipment function within the limits • Ensure that operations and maintenance teams are trained • Ensure procedures are in place and are being followed Certification Requirements
  • 6. • Security Certification: • Undertake vulnerability assessment on GAGAN Architecture • Define threat Characterizations • Assess risks for each threat • Mitigated risks to an Acceptable Level of Safety (ALoS) • Service Certification • Ensure continuity, Availability, Integrity & Accuracy GAGAN SIS for reliable operation. • Ensure development, design and validation of procedure for SBAS operations. • Ensure necessary training for operators Certification Requirements

Installation of GBE Equipments – INRES,INMCC,INLUS-SG - By AAI/ISRO/Raytheon 2. Installation of INLUS-RF- by ISRO & AAI 3. ISRO Launched GEOs Nav. Transponder (GSAT-8 & GSAT-10) 4. AAI Provided Communication Network 5. AAI Provided Civil & Electrical Facilities at GAGAN sites Commissioning of GAGAN

User Segment Certification GAGAN Commissioning Tasks
  • 10. (I) System Approval • Stating Requirements • System shall meet requirements as stated in ICAO GNSS SARPS • Verification through PSAT Results, FSAT results, TRT Reviews, Stability Test, Flight Test results • System baseline, Design equipment • Includes reviews/ audits to baseline the system requirements, system design, design implementation, hardware & software configuration etc. • Adopted from WAAS / MSAS, certified by FAA Note: GAGAN system design is based on FAA certified WAAS/MSAS design.
  • 11. (I) System Approval • System safety assurance – SSA Plan provided by Raytheon • Safety assurance process is integrated with the system development process to include: • Identification and control of hazards to an acceptable level for system operation • Verification of safety performance requirements - reviews through HRB, PMRs & TRT • Testing and evaluation • Design qualification test – adopted from FAA approval • GAGAN unique design, tested and validated • Factory Acceptance Test (FAT), Site Acceptance Test (SAT), Preliminary System Acceptance Test (PSAT), Final System Acceptance Test (FSAT) completed
  • 12. (II) Facility Approval • Siting and Installation • Site surveys, site preparation, installation and site acceptance tests completed. • Operational Test and Evaluation (OT&E) • OT&E requirements • OT&E Tool Suite, comprising 19 tools developed by in-house team. • OT&E Plan includes: • System stability test, static testing, dynamic testing, degraded operation testing and shakedown testing.
  • 13. (II) Facility Approval • Shakedown testing • System is operated as if this is operational, but no aviation users • Verifies that the system is ready for operation • Procedures are in place • Man power is trained • Logistics are ready • System maintainability and Training • Experienced and trained engineers working at GAGAN • Training plan for newcomers, in place • Maintenance manuals, site/ facility drawing and technical instruction book available • Spares and support equipment • Critical spares available • Procurement process in place
  • 14. (II) Facility Approval • Joint Inspection • Joint inspection ensures that project has been completed as per defined standards and specifications and facilities are capable of providing required services. • Joint inspection of GAGAN installations, conducted through a joint team, comprising members from DGCA, AAI, ISRO and local representatives. • Joint inspection reports and compliance to Joint Inspection Committee observations submitted to DGCA.

(III) Service Approval • Training of controllers • Identification and survey of airports for procedure development • Flight procedure development • Aeronautical Survey • Flight Procedure Development • Flight inspection on developed procedures • Flight procedure approval by DGCA • NOTAM procedure development • User segment certification by DGCA
