4. Introduction
Everyone is aware that reading is a tool
for obtaining information from written
words and letters. In reality, reading is a
multi-step, difficult process.

5. In line with the Department of Education on the
ECARP (Every Child a Reader Program) that
upholds the thrust to make every child a reader,
and with the support of DepEd Order No. 12 s. 2015
re: Guidelines on Early Language Literacy and
Numeracy Program, and promote ZERO Non-
Readers in our school, Pittland Elementary School
will conduct a School-based reading project
entitled, “Project RED (Reading, Enjoy and
Develop).

6. Based from the pre-assessment reading in English
conducted on September, 2022, there were 101
non-readers from grades 1 to 6. From this, reading
coordinator and English teachers adviser decided to
conduct school-based reading program titled Project
RED or Reading, Enjoy and Develop.

7. Primary goals
Improve reading ability and decrease the numbers of
non-readers.
