3. I. Rationale
In multiple studies and policy reports, literacy, or
the lack of literacy among young children has been
closely linked to dropout rates, discipline issues,
academic grades, success in learning, and mastery of
21st century skills. Indeed, literacy is essential for
success in almost every area of life. Literacy is far more
than the ability to read and write basic text. Rather,
literacy is the ability to read, write, speak, listen, and
think to learn, communicate, and make meaning of
increasingly complex print and texts.
4. With the commitment of the Department of Education (DepEd) to
address the low performance of its learners in the international and
national assessments, and the learning loss heightened by school
closures and disruption when COVID-19 hit the country, there is a
need to prioritize the implementation of National Reading Program
(NRP). As stipulated in DepEd Order No. 013, s. 2023 entitled
Adoption of the National Learning Recovery Program in the
Department of Education, the National Reading Program is a
program that promotes literacy development from Key Stages 1 to 3
anchored on the foundations of reading skills development in the
early grades. Part of the NRP’s two-tiered program is a
supplemental reading program that promotes enhancement,
intervention, and remediation in support of the realization of the
standards in the core curriculum.
5. As part of the National Reading Program, the Department
issued DepEd Memorandum No. 001, s. 2024 mandating all
elementary and secondary schools and community learning
centers (CLCs) nationwide to implement Catch-Up Fridays
beginning January 12, 2024. Catch-Up Friday is a learning
mechanism intended to strengthen the foundational, social,
and other relevant skills necessary to actualize the intent of
the basic education curriculum. Thus, every Friday of the
whole school year is dedicated to skills necessary to actualize
the intent of the basic education curriculum especially in
reading, values, peace, and health education.
6. Citing the imperative to put into action this initiative,
Cansamada Elementary School views the relevance of
this reading program in addressing the identified
learning gaps e.g. the presence of its learners
belonging to Full Refresher and Frustration levels.
Hence, the school thru its Catch-Up Fridays’ Project
PABASA (Pag-aghat nga MagBAsa hin SAkto) ensures
that all learners specifically the struggling ones will be
provided with appropriate support and will acquire the
necessary skills to meet grade-level expectations.
7. II. Objectives
The Catch-Up Fridays’ Project PABASA of Cansamada Elementary School
main objective is to provide a comprehensive support to its learners as they address
the learning gaps. Specifically, it aims to:
1. Provide individualized assistance to learners who struggle in the acquisition of
basic literacy skills;
2. Remediate and reinforce key concepts to ensure better understanding;
3. Offer opportunities for learners to embrace values, health and peace education;
4. Foster positive teacher-learner and small-group interactions across reading,
values, peace, and health education; and
5.Develop among learners a lifelong love for learning and reading in addition to their
academic progress.
