Key duties/responsibilities for project manager 
1. Act as the first line contact for issue escalation related to contracts, 
budgets, and service performance 
2. Drive submission of contract requests, competitive bidding process, bid 
defense meetings and vendor communication for the team 
3. Prepare, negotiate, and implement agreements that maximize value and 
support GPRD activities on time and in budget and in compliance with the 
Outsourcing process parameters 
4. Responsible for timely communication of contract issues to teams and

5. Work closely with Legal, Office of Ethics & Compliance (OEC) and 
suppliers to resolve contract issues 
6. Understand cost drivers and procedural/study related fees in assigned 
studies and drive negotiations that ensure the best value for quality, 
pricing, and service 
7. Analyze financial information from supplier budgets to ensure pricing is 
consistent with services required 
8. Perform budgetary reconciliation against service provider contracts 
9. Develop and maintain necessary contracting documentation according to 
departmental policies and procedures 
10. Manage, prioritize, and assign contract workload for self and team 
members to meet project timelines
Key job qualifications for project manager 
1. Bachelor's degree from an accredited four-year college or university with a 
minimum of five (5) years' engineering and construction-related 
experience 
2. Minimum construction-related requirements include: 
3. Experience in energy performance contracting (ESPC or UESC) or other 
savings or conservation projects 
4. Experience in development of energy savings calculations 
5. Experience in developing schedules and budgets 
6. Demonstrated ability to work with others, especially customers, in a 
professional and ethical manner 
7. Demonstrated working knowledge of OSHA, Federal, and State safety 
regulations
