• Re-tooling of academic staff to embrace new pedagogies.
3. Insourcing of previously outsourced workers and service
• Labour and union pressure to insource workers in the service, security and maintenance areas.
• Large HR costs associated with such insourcing
• Creation of expectations and benefits.
