This study aimed to identify the high impact competencies needed by Malaysian school leaders. Researchers developed an instrument called KOMPAS to assess 26 competencies across 6 domains for 596 school leaders and 140 ministry officers. Statistical analysis identified 8 competencies as high impact: managing change, quality focus, managing ICT, decision making, problem solving, school improvement, capacity building, and performance management. The study provides data to help plan effective training programs for school leaders.

The study investigated supervision as a determinant of public secondary school teachers’
effectiveness in Central Senatorial District of Delta State. Seven research questions were raised and answered
and seven hypotheses were formulated and tested to guide the study. The study used the correlational research
design. A sample of 997 teachers was utilized for the study. The research instrument used for data collection
was the questionnaire titled teachers’ supervision and teachers’ effectiveness (TSTE) questionnaire. The data
collected were analyzed using simple percentage for the socio-demographic data and simple regression and
correlation statistics for the research questions and hypotheses. The seven hypotheses were tested at 0.05 level
of significance. The results revealed that there was a significant relationship between teachers’ supervision and
their teaching effectiveness, there was a significant relationship between teachers’ educational qualification and
their teaching effectiveness, and there was a significant relationship between teachers’ teaching experience and
their teaching effectiveness, hence supervision was seen as a vital and critical element of teaching effectiveness.

Descriptive survey research design was adopted for the study and multi-stage sampling method which involved proportionate, stratified and random sampling techniques was adopted to draw a total of 100 respondents that participated in the study. Teaching methods adopted by basic science teachers and the implication Questionnaire was used to collect data for the study. The Pearson Product Moment Correlation (PPMC) of inferential statistics were used to test the null hypotheses postulated for the study at 0.05 alpha level while, frequency count and percentages were used to compute the demographic data collected.
The findings of the study revealed that There is a significant relationship between teachers’ assessment and personnel management skills by school owners in Ilorin West, Kwara State. There is a significant difference between the financial entitlements and the personnel management skills among private school owners in Ifako Ijaye Local Government Area of Lagos State. There is a significant difference between the Professional development and the personnel management skills among private school owners in Ifako Ijaye Local Government Area of Lagos State. There is a significant difference between the Staff Welfare and the personnel management skills among private school owners in Ifako Ijaye Local Government Area of Lagos State.
Based on the findings of the study, it was recommended that there should be seminar giving to the teachers on important of assessment and personnel management skills by school owners in Ilorin West, Kwara State. There should be seminar giving to the administration on the effects of financial entitlements and the personnel management skills among private school owners in Ifako Ijaye Local Government Area of Lagos State. This research paper proposes feedback analysis related to training of the stakeholders. This method is designed to explore appropriate feedback of the trainees. In spite, of having potential capacity building programmes for employees of many organizations there is a gap in understanding some aspects of human resource management in general. The study was conducted by using ex-post facto research design. A total of 67 trainee participants were selected by using purposive sampling method, for theme specific training programme entitled “Competence Enhancement Programme on Motivation and Positive Thinking”. The overall average feedback score for covering all the sessions were found 4.70 which indicates that the sessions covered are very useful in terms of knowledge gain, skills acquired, change in attitude, motivation and positive thinking. The overall scores calculated in terms of time allocation, range of coverage and use of teaching aids are 4.73, 4.71, 4.67 and 4.68 were justified in positive view and it can be concluded that the teachers dedicated towards their assigned task during the training programme. Overall training feedback score (4.66) indicated that the training programme is helpful for the respondents for their overall development. This study will help in the feedback analysis for further performance appraisal of an individual trainee as well as the trainers.

ABSTRACT: The empirical analysis generally showed that the implementation of the Integrated Quality Management System is not effective at the College as management needs to ensure that performance management is conducted properly for improved results. The study suggests that the College should ensure that employee’s day-to-day activities are aligned to the organisation’s objectives. In addition, the staff development programmes should be informed by the output from performance evaluation to address barriers which hinder effective curriculum delivery. This study explored the understandings, views and experience of the academics of the College in the implementation of the Integrated Quality Management System. The general observation is that the system is not effectively implemented at the College. Continuous poor work at the College shows that performance management is not effectively implemented. The study was conducted using a questionnaire to gather data that was then analysed to produce findings through given objectives. The findings were then used to come up with strategies for effective implementation for academic growth that will hopefully improve the throughput and certification rates. The empirical analysis generally showed that the implementation of the Integrated Quality Management System is not effective at the College as management needs to ensure that performance management is conducted properly for improved results.

The present study was conducted to study the occupational efficacy, administrative Behavior and job
satisfaction of educational administrators in higher education The descriptive method of research was
employed to carry out this piece of research. A sample of 260 Educational Administrators was selected
from the existing universities of Jammu and Kashmir State. Occupational Self Efficacy Scale (OSES) by
Sanjaypot Pethe, Sushma Chowdari and Uppinar Dhar (1999), Administrative Behavior Scale (ABS)
developed by Haseen Taj and Job Satisfaction scale developed by Amar Singh and T.R Sharma were used
to collect the data. Significant positive correlation was found between occupational efficacy, administrative
Behavior and job satisfaction of educational administrators in higher education. The results also revealed
a significant difference between effective and ineffective educational administrators on all dimensions of
administrative behavior and job satisfaction.

The Teachers Service Commission (TSC) introduced teacher appraisal policy in 2012, and teacher’s PA and development in 2016 to address poor teacher productivity. However, teacher productivity remained poor in most schools in Kisumu County. Prior studies done around talent management concentrated on aspects of talent management like the tools and systems of appraisal but did not explore the effect of talent management in terms of the retention, training development and career management, leading to a lack of evidence on the effect of talent management on the relationship between PA and teacher productivity. The purpose of this study was to determine the relationship between Talent management and productivity of the secondary school teachers in Kisumu County. The study was guided by Expectancy theory. A cross-sectional correlational survey design was employed on 1647 teachers from which 312 teachers were selected using simple random sampling technique. Data was collected using questionnaires and interview schedules. Reliability of the instrument was achieved test retest where an overall reliability value of 0.81 was achieved whilst expert reviews were used to test the content validity. The study found that talent management had positive and significant effects on teacher productivity (R=.571, p=.000). The study concluded that talent management is vital for teacher productivity in schools within Kisumu County, and recommended that talent management be embraced in these schools and followed appropriately.

Management role performance appraisal is very essential to gauge the success and whereabouts of any organization. Using descriptive evaluative correlational method this study sought to determine the management role performance of state elementary school heads in the province of Northern Samar, Philippines. A total of 100 school heads and 300 teachers were selected as participants for this study. This study bank on Minstzberg’s management role conceptual categories, to wit interpersonal managing through people informational managing be information and decisional managing through action . Data revealed that the appraisals made by the school heads themselves and their teacher constituents are both outstanding. ABSTRACT : The purpose of the study was to examine the perspectives of public secondary school teachers
on the effectiveness of performance review, training, and development in the Candelaria District, Schools
Division Office of Zambales, during SY 2021-2022. The study will utilize the descriptive method of research.
The participants are the 113 public secondary school teachers that includes both junior and senior high school.
The data will be statistically treated using frequency, percentage, mean, t-test, analysis of variance (ANOVA),
Pearson r and Likert Scaling. The study revealed that most of the teacher-respondents are 31-40 years old,
female, Teacher I, 6-10 years in service, married and with Masteral Units and have an outstanding performance
in their IPCRF Rating. Teachers strongly agreed with the effectiveness of performance review and training and
development. The Effectiveness of Performance Review is insignificantly different when grouped according to
age, sex, years of service and civil status but significant to position and highest educational attainment.
Moreover, the Effectiveness of Training and Development is insignificantly different when grouped according
to age, sex, and civil status but significant to position, years in service, and highest educational attainment.
There is a significant positive moderate correlation between the performance rating of the public secondary
school teachers and their perspectives on the effectiveness of performance review and the effectiveness of
training and development. Lastly, the proposed Comprehensive Training Program towards the performance
review and training and development of teachers. The researcher recommends that School Heads provide realtime mentoring and coaching and help get through problems and help teachers figure out what they need, what
they want, and what problems they face, and school heads are prepared with information from various sources.
School Heads must also create training and development that could help teachers reduce stress and boost-up
morale, increase motivation of teachers, create a positive and productive work culture, future leadership,
retention and increase the quality of their job, make fewer mistakes, advance toward more progressive
responsibilities, and serve their customers more efficiently.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.

1. Introduction
Training and development of school leaders and school effectiveness had always catches
the eyes of researchers and policy makers and had created a polemic in finding suitable
training program for educational leaders (Anderson, 1991; Hanapiah, 1980; Hussein, 2007;
Ibrahim, 2007; Leithwood, 1995; and Olson, 2007). Research showed that leadership
training has no direct relationship with school effectiveness since what was learned in
university or training institutes would not be able to cater the real need in school leadership
and management (Amin & Abdul Razak, 2008; Leithwood, Begley and Cousins, 1994;
Hughes, Ginnett & Curphy, 1993). However, there were researches that support the ideas
that leadership training able to enhance and develop the knowledge, skill and attitude of
school leaders as well as future leaders (Bush, 1998; Nur Anuar & Faridah, 2006; Ruhaya,
Rosnarizah & Shariffah, 2006).
As the National Institute for Educational Leadership and Management, Institut Aminuddin
Baki (IAB) was commissioned to create and develop remarkable school leaders through
training and development. In line with this mandate, IAB was in constant effort to enhance
and improve its training program. Focus was given toward continuous professional
development for school leaders. In year 2008 IAB had introduces the Managing Educational
Leadership Talent (MELT) which focuses on the elements of continuous training and
development. MELT consists of five important elements that interconnected and related to
one another: Growth Oriented Training and Development (Khair, 2007), High Impact
Training and Development Initiatives (HITI), Leadership Competency Assessment (LCA),
School Leadership Competency (SLC) and its output which is the High Impact School
Leadership. The relationship of the five elements in MELT is shown in Figure 1.

GOTD is the core of MELT and serve as input for HITI as well as LCA. HITI and LCA are two
approaches employed by IAB to carry out GOTD hence translate the output of MELT into
High Impact School Leaders (HISL). However, the hub of every processes involve in MELT
is the School Leadership Competency (SLC). It is therefore, imperative for IAB to develop
the SLC in order to materialize this framework.
The School Leadership Competency was derived from an elaborate study on the trend of
educational leaderships’ traits. MacBeath (2004) had identified 25 leadership traits relevant
to the management and leadership practices in schools. A thorough review of literature
showed that the leadership traits were known by its adjective expressions such as
instructional, participative, democratic, strategic and transformational. These labels
compliment the differences in leadership traits and methodology in achieving two main
objectives in effective organization which is organization goal setting and influencing

members towards the achieving the organizational goal (Leithwood et al, 2004). This
extensive review of literature produced the High Impact School Leadership Model which
encompasses six leadership traits: personal leadership, managerial leadership, instructional
leadership, transformational leadership, distributed leadership and value-based leadership
as shown in Figure 2.

The competencies of each leadership traits were scrutinize and analyze into a generic
competency suitable to the educational leadership and management in Malaysia. The
analysis yield 26 competencies and were grouped into six domains which is Policy and
Direction, Instructional and Achievement, Managing Change and Innovation, People and
Relationship, Resources and Operation and Personal Effectiveness (Figure 3).

2. Purpose of the Study
The purpose of the study was to identify the High Impact Competencies for Malaysian
School Leaders.
3. Objective of the Study
3.1. To identify the current proficiency level of competency perceived by the school
leaders,

4. Operational Definition
4.1. Competency refers to the combining element of knowledge, skills and personal
attributes needed to perform certain task and responsibility.
4.2. School leader refers to the principal of secondary school and head teacher for
primary school.
4.3. Ministry, State and District Educational Leaders refer to educational leaders
currently serving in the Ministry of Education Malaysia, State and District
Educational Offices.
4.4. High Impact Competency refers to the composite analysis based on the responds by
the school leader, the Ministry, State and District Educational Leaders. The
composite score is shown in Table 1.

5. Methodology
This research employs descriptive quantitative methodology. The data collection was
conducted through a survey method and was administered to the respondent without any
manipulation on the subject. A cross sectional approaches were used to get the data.
6. Population and Sampling
The population of school leaders in Malaysia was 10,058 (Educational Planning and
Research Department, 2006). Proportionate systematic random sampling was used for
sampling selection in order to have representative in each state in Malaysia. Though the

10. Discussion
The result of the study showed the overall level of competency proficiency of the
school leaders were moderate (Figure 4) with total mean of 3.74 (Appendix 1). The
overall competency needs of the school leaders were moderate with total mean of
3.60 (Appendix 2). Analysis on the responses by the Ministry, State and District
educational officers showed a high value of future and strategic need for each
competency (Figure 6 & 7). Figure 10 shows the composite analysis of proficiency,
need, strategic need and future growth based on the domain of competencies. The
analysis showed that there is a gap of what expected by the stakeholder as
compared to the need of the school leaders. The gap could only be narrowed by
continuous professional development either by IAB or other training provider.

Figure 8 shows the composite score of high impact competency for head teachers.
The high impact competencies for head teachers were Managing Change, Managing
ICT, Quality Focus, Decision Making, Problem Solving, Implementing School
Improvement and Capacity Development. The high impact competencies for school
principasl were Managing Change, Managing ICT, Quality Focus, Decision Making,
Problem Solving and Performance Management (Figure 9). Figure 11 shows a Venn
diagram of the high impact competencies for Malaysian School Leaders.
