UDO Amendment – Preliminary Plans

Background
• 2017 P&Z Commission Plan-of-Work Item – “Review UDO
requirements that add minimal value as identified by staff and
consider opportunities to reduce regulations and streamline
processes.”
• Staff identified this item as an opportunity to streamline an
approval process
• Part of the UDO stakeholder meetings on August 30th
• P&Z Commission Workshop meeting on September 21st
Preliminary Plans
Definition
A conceptual plan of a subdivision intended for planning
purposes showing the location and boundaries of individual
parcels of land subdivided into lots, with streets, alleys,
easements, etc., generally drawn to scale and meeting the
requirements of this UDO but not intended for final action in
recordable form filed with the applicable county records.

 Preliminary Plans approved administratively (by City staff) unless
applicant is seeking a waiver or action on discretionary item
 Streamlined/updated information required with application
(detailed survey data for proposed streets or lots, hard copies,
etc.)
 Previously approved waivers do not have to be approved again
with amendments to Preliminary Plan

Preliminary Plan Streamlining

  • 1. UDO Amendment – Preliminary Plans City Council Meeting 14 December 2017
  • 2. Background • 2017 P&Z Commission Plan-of-Work Item – “Review UDO requirements that add minimal value as identified by staff and consider opportunities to reduce regulations and streamline processes.” • Staff identified this item as an opportunity to streamline an approval process • Part of the UDO stakeholder meetings on August 30th • P&Z Commission Workshop meeting on September 21st Preliminary Plans
  • 3. Definition A conceptual plan of a subdivision intended for planning purposes showing the location and boundaries of individual parcels of land subdivided into lots, with streets, alleys, easements, etc., generally drawn to scale and meeting the requirements of this UDO but not intended for final action in recordable form filed with the applicable county records. Preliminary Plans
  • 5. Summary of Changes  Preliminary Plans approved administratively (by City staff) unless applicant is seeking a waiver or action on discretionary item  Streamlined/updated information required with application (detailed survey data for proposed streets or lots, hard copies, etc.)  Previously approved waivers do not have to be approved again with amendments to Preliminary Plan Preliminary Plans
