On May 12, 2011, the Los Angeles City Planning Commission, prompted by citywide discussion of the propsed Modified Parking Requirement (MPR) District ordinance, hosted a Workshop on Los Angeles' Parking History, Context, and Examples.
On Wednesday, October 12, 2011, Code Studies staff, with staff from the Department of Cultural Affairs, presented an update on the mural ordinance to the joint-Planning+Arts Committees of the LA City Council. The joint-committee instructed staff to develop an ordinance to protect vintage murals and permit new murals through time/place/manner regulations. Also, the joint-committee asked for a report back concerning costs and possible funding sources for a possible public art easement ordinance.
Copy of the slideshow presented at August 17, 2011 staff hearing on the proposed Solar Zoning Ordinance. No decisions were made at this meeting. The proposed ordinance is anticipated to go before the City Planning Commission on October 27, 2011.
The discussion draft of a "time/place/manner administrative permit" approach to creating new murals in the City of LA. The draft also contains provisions to protect existing vintage murals. Comments will be accepted until February 8, 2012 to tanner.blackman@lacity.org

SELF HELP GROUP AND ENTREPRENEURSHIP
BUILDING – SAATHI PROJECT. Sukarya started the SAATHI project in January, 2008 with support of Charities Aid Foundation India (CAF) and Godfrey Phillips India Limited (GPI). The project aims to empower rural women through the formation of Self Help Groups and entrepreneurship building. Apart from efforts aimed at guiding savings and inter-loaning within the group, the members are being imparted vocational skills in locally marketable trade and practices based on their interest, aptitude and capabilities. The idea behind the effort is to help women earn and contribute towards their own and the well-being of their families and community at large. The focus of Sukarya in all its effort has been to reach out to the marginalized and underserved sections of poor women who have been left out of the development process. The activities are thus meant for those, who have had little education and access to health services or economic and political resources and thereby are the most constrained. To reach out to this un-reached section has been our biggest challenge.

• formation and use of Section 106 obligations and conditions
• a look at recent changes to permitted development rights
• challenges to planning decisions, including judicial review and appeals.

The City of Los Angeles Department of City Planning is in the process of developing and embarking on one of the City's biggest planning initiatives to date: a comprehensive revision of the City's Zoning Code. First adopted in 1946, the Zoning Code has grown from an 84-page pamphlet to a 600+ page book does not reflect our 21st Century needs or vision. Planning staff will present the need for a new Code and a 5-year work program, as well as an early concept for discussion purposes.

The LA City Planning Department staff report for the Farmers' Markets Ordinance, which will be heard by the City Planning Commission on September 22, 2011. The proposed ordinance will amend sections 12.24 and 14.00 of the Los Angeles Municipal Code to allow farmers' markets as a zoning administrator action in residential zones and as a public benefit in agricultural, commercial, manufacturing, and parking zone, with performance standards to preserve neighborhood character.
Notice and draft ordinance for a "staff hearing" for a proposed code amendment to revise the City of LA's existing Residential Planned Development "RPD" Districts regulations (last updated in 1971) to enable innovative, mixed-use, and infill development projects as planned developments. This is the third draft ordinance of the Code Simplification bundle of projects.
On August 18, 2011, Code Studies staff presented to the City of Los Angeles' Cultural Affairs Commission on progress, directions of research, and public outreach for the mural ordinance under development.
