Today, there is need to reposition our youths mental reasoning and economically empower them in order to certify the demands of the modern world. Rebranding Nigerian is one of the veritable tools to achieve this objective. Unless rebranding directs the power and energy of Nigerian youths towards academic and productive goals, the country keeps on experiencing social vices,moral and academic degradation. Gladly enough, Nigeria has joined the rest of the world in deploying ICT to ensure easy and quick enlightenment and empowerment of its populace. Obviously, ICT has grossly engaged most of the Nigerian teenagers and youths in performing educational, social, economical, governmental or religious activities in different dimensions nowadays. Therefore, this paper highlights the impact and areas where ICT has yielded positive change in rebranding Nigerian youths in achieving better mental capacity building.
e-Governance Implementation In Ebonyi State Nigeria: Challenges and Prospects
The deployment of Information and Communication Technology (ICT) in different facets of the world’s economy has yielded very reasonable results. ICT has blured the barriers of hinderances in tourism, trade, healthcare, education and training. In governance and administration, ICT applications have enhanced the delivery of public services to citizens and clients not only by improving the process and management of government, but also by redefining the traditional concepts of citizenship. This paper examined the challenges facing the implementation of e-Governance in Ebonyi State – Nigeria and highlights the prospects. The research used a primary source of data by distributing, collecting and analysing a total of 500 questionnaires administered to respondents in the research area (Ebonyi State). The research found that the most difficult challenges facing the deployment of e-governance in Ebonyi State were lack of steady power supply, poor communication infrastructure and high cost of computer and internet equipments. The survey also revealed that the use of e-governance would bring improved efficiency in government operations without necessarily increasing the cost of state governance. e-Governance would strengthen democratic principles and ideologies which inturn brings good governance to the people.

Object detection is a fundamental step in most of the video analysis applications. There are many research challenges involved in automatic object detection, depending on different scenarios. The most prevalent application of object detection is in the field of multimedia surveillance. In this talk we will discuss the common problems in the object detection in a surveillance video. Further, we will discuss the Gaussian Mixture Model (GMM) based object detection method. While object detection is the basic step of video analysis, higher level semantic interpretation of the scene requires trajectory information. Most of the suspicious event detection methods use tracking as the basic building block. In the second part of the talk, we will discuss particle filter based method of object tracking. To summarize, the aim of the talk is two-fold: (1) Discuss common problems in object detection and tracking (2) Hands on experience of how to use classical methods of GMM and particle filtering in problem solving.

It goes without saying that cloud computing has dramatically reshaped the information technology services landscape. Virtualization is unleashing the power of commodity-based technology and open source communities are building new applications and services at an astonishing rate, but networking has lagged behind compute and storage in virtualization and automation. We’ve become accustomed to specialized networking silicon, complex operating systems and highly distributed control planes. For the most part, we’ve accepted the model along with its high costs.
All that is changing! New protocols such as OpenFlow are freeing the network control plane from proprietary operating systems and hardware platforms. We are entering a new era where customers control the features – and release schedules – of new, open networking applications that address the needs of the mega-scale world.
A lot of work is required to realize the potential of Software-Defined Networking (SDN), where we can enjoy the benefits derived from “software automating software.” This talk will examine some of the history that led us to the point where current networking architectures are no longer viable for cloud computing at mega-scale. We’ll take a look at the basics of SDN and some of its key elements – OpenFlow, network virtualization, and orchestration – along with some of the initiatives and companies that are setting the stage for the next generation of networking.

Business incubators, evolving from experiences with business centers and other support
services, have grown rapidly in number from a 200 a decade ago to over 3,000 world-wide today. Incubator programs in the developing and restructuring countries are
typically focused on technology ventures. But the interests of civil society call for the
government, private sector and universities in all nations to address the wider concerns
of empowering disadvantaged groups through employment and facilitated access to
capital (human, knowledge, social and financial).
While incubators have grown in numbers, the uneven performance and poor
sustainability in many situations have become serious issues with the governments and
sponsors who continue to subsidize many of them. There has been much recent interest in
identifying ‘best practices’ that could then be used elsewhere. But these practices are
location-, culture- and time-specific, and can only be adapted to the conditions prevailing
in local situations. This paper reviews the operating experiences in the USA, (which has
about 1,000 incubators of the world total), in China, Brazil and Korea (the largest
programs in the developing world), and other selected countries. The emerging lessons
(yet to be learned) on enhancing performance based on ’good’ international practices
together with some urgent research issues are outlined. Success in the Olympiad of
venture creation and employment generation depends essentially on five inter-linked
rings: Public policy, private partnerships, knowledge affiliations, professional
networking and community involvement.
