ICT for service delivery in Rural India –scope, challenges and present scenarioiosrjce
The present era of globalization is based on knowledge and information as it directly affects the
economic, social, cultural and political activities of all the regions of the world. Governments worldwide have
realized the role that Information and Communication Technologies (ICT’s) can play in socio-economic
development and India is no exception to this. Majority of Indian population resides in rural areas and their
isolation has restricted them from contributing to the national mainstream, adversely affecting the country’s
growth. Even after 60 years of independence, rural India has remained poor while the remaining country has
developed by leaps and bounds. Rural India is regarded information-poor and characterized by severe poverty,
illiteracy, lack of health services, lack of employment and overall backwardness. Only the proper
implementation of ICT’s can play a pivotal role in their overall development, especially in the sectors of health,
education and government services. To supplement ICT service delivery, Government of India has the National
IT Policy in place and is also on the verge of launching the massive Digital India programme. But this requires
dauntless will power & confidence, effective monitoring, local services & technology combined with lots of hard
work.

FACTORS INFLUENCING THE ADOPTION OF E-GOVERNMENT SERVICES IN PAKISTANMuhammad Ahmad
E-government provides opportunities to deliver various services more effectively and better serve citizens. In developing countries, e-government initiatives provide services that have been previously inaccessible to their citizens. However, e-government initiatives in developing countries are still in their infancy and face a wide range of barriers that restrict wide-spread use. Like many other developing countries, Pakistan has a low level of e-government services adoption. Previous research has investigated e-government services in developing countries from the organizational perspective. However, the research stream suffers from an absence of studies that have investigated e-government from a citizen’s perspective. The success of e-government services depends on government support as well as on citizen’s adoption. This paper aims to fill this gap by exploring the challenges and barriers of e-government services from the user’s perspective. In this study, an amended version of the UTAUT model is used to investigate the factors influencing the uptake of e-government services in Pakistan. The results show that the factors influencing the adoption of e-government services in Pakistan are related to ease of use, usefulness, social influence, technological issues, lack of awareness, data privacy, and trust. Implications for e-businesses and government policy decision makers are also considered in this study.

Introduction to the Programmable City ProjectProgCity
Rob Kitchin, PI Programmable City Project, NIRSA, NUIM
An overview of The Programmable City project, the ideas underpinning the research and the prospective case studies.
Digital India is a campaign launched by the Government of India to ensure that Government services are made available to citizens electronically by improving online infrastructure and by increasing Internet connectivity or by making the country digitally empowered in the field of technology. Digital India was launched by Shri Narendra Modi, Prime Minister on 2nd July 2015 with an objective of connecting rural areas with high-speed Internet networks and improving digital literacy i.e. the knowledge, skills, and behaviors used in a broad range of digital devices such as smart phones, tablets, laptops and desktop PCs, all of which are seen as network rather than computing devices. The Digital India Programme aims to transform India into a digitally empowered society and knowledge economy by leveraging IT as a growth engine of new India. Even though India is known as a powerhouse of software, the availability of electronic government services to citizens is still comparatively low. The National e- Governance Plan approved in 2006 has made a steady progress through Mission Mode Projects and Core ICT Infrastructure, but greater thrust is required to ensure effective progress in electronics manufacturing and e-Governance in the country. The Vision of Digital India is a power to empower citizens through digital literacy provides the intensified impetus to develop India for a knowledgeable future by developing central technology for allowing revolution which covers many departments under one umbrella programme. This paper is an attempt to study mainly opportunities, impact and challenges of vision of digital India.

"Impact of front-end architecture on development cost", Viktor TurskyiFwdays
I have heard many times that architecture is not important for the front-end. Also, many times I have seen how developers implement features on the front-end just following the standard rules for a framework and think that this is enough to successfully launch the project, and then the project fails. How to prevent this and what approach to choose? I have launched dozens of complex projects and during the talk we will analyze which approaches have worked for me and which have not.

Search and Society: Reimagining Information Access for Radical FuturesBhaskar Mitra
The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

Epistemic Interaction - tuning interfaces to provide information for AI supportAlan Dix
Paper presented at SYNERGY workshop at AVI 2024, Genoa, Italy. 3rd June 2024
https://alandix.com/academic/papers/synergy2024-epistemic/
As machine learning integrates deeper into human-computer interactions, the concept of epistemic interaction emerges, aiming to refine these interactions to enhance system adaptability. This approach encourages minor, intentional adjustments in user behaviour to enrich the data available for system learning. This paper introduces epistemic interaction within the context of human-system communication, illustrating how deliberate interaction design can improve system understanding and adaptation. Through concrete examples, we demonstrate the potential of epistemic interaction to significantly advance human-computer interaction by leveraging intuitive human communication strategies to inform system design and functionality, offering a novel pathway for enriching user-system engagements.

• A big Why?
• Lack of identified solution to address rural
problem
• Lack of service provider to meet the rural
demand
• City centric businesses and service providers
5. • Rural’s Need Assessment is the bigger
challenge in Today’s time.
• Model that fits our topography and has been
sustainable in the neighbors and third country
is the development of end user application.
• That can promisingly deliver services such as
G2C, B2C
• Applications are the only stuffs that user can
interact with as much as he can
