Sri Lanka’s Centre for Environmental Justice in collaboration with the government’s Climate Change Secretariat, UNDP and Janathakshan held a national conference on “SRI LANKA’S READINESS FOR IMPLEMENTING PARIS CLIMATE AGREEMENT” on 7 and 8 September 2016 in Colombo. It was attended by over 200 representatives from government, civil society and corporate sectors.
This presentation was made by science writer and development communicator Nalaka Gunawardene in Session 5: Climate Solutions, under the topic “Climate communication and Behaviour changes”.
As climate change impacts are felt more widely, the imperative for action is greater than ever. Telling the climate story in accurate and accessible ways should be an essential part of our climate response.
That response is currently organised around two ‘planks’: mitigation and adaptation. Climate communication can be the ‘third plank’ that strengthens the first two.
Encouragingly, more journalists, broadcasters, researchers and advocacy groups are taking up this challenge. They urgently need more media and public spaces -- as well as greater resources -- to sustain public engagement.
Sri Lanka’s Information, Education and Communication (IEC) Strategy for Climate Change Adaptation, prepared in 2010-11, has recognized how “IEC action can lead to better informed decisions and enlightened choices in both climate change mitigation and adaptation”.
When strategically carried out, IEC can be a powerful force for change on both the ‘supply’ and ‘demand’ sides of climate adaptation and climate related public information.
In this analogy:
• ‘supply’ involves providing authentic, relevant and timely information to all those who need it, in languages and formats they can readily use; and
• ‘demand’ means inspiring more individuals and entities to look for specific knowledge and skills that can help make themselves more climate resilient.
These two sides of the equation can positively reinforce each other, contributing significantly to Sri Lanka’s fight against climate change.

Abstract: Many global catastrophic risks are threatening human civilization and a number of different ideas have been suggested as to how to prevent them or survive. But in case these interventions fail, society could preserve information about the human race and human DNA samples with hope that the next civilization on Earth will be able to reconstruct Homo sapiens and our culture. In this article, we explore possible ways to cost-effectively send a large amount of information far into the future. We also discuss the importance of the future civilization discovering the information as early as possible, so the message should be accompanied by a beacon, which increases visibility. We suggest a mechanism, where information is preserved under the surface of the Moon, and the beacon is constructed from a complex geometric figure drawn by small craters around a central point. Longer messages could be drawn on the surface of the Moon by cratering (up to several megabytes long), so they could be read by earlier civilization using telescopes. We discuss other solutions with different budgets and time for preservation, including use of radiological waste dumps inside cratons on Earth or attaching small information carriers to every interplanetary spacecraft we send. To assess the usefulness of the project we explore the probability of a new civilization appearing on Earth and mutual benefits of sending such a message to it, such as preventing global risks.

Risk analysis practices are pragmatic and they are used widely but they comprise different methods and are just a method of assessing risk without giving a complete picture of the problem.
At least, it is increasing relaised that it is not irrelevant ti talk of of acts of God but risks are created by mans activities and helped by natural variability and inherent uncertainty.
The philosophy of risk is infested by contentions/conflicts and different philosophies on risk are excluding one another instead of building on one another. Evolutionary ideas can explain risk throughout human history.
