WP 7: Determining the rights to REDD+ benefits
Case of Indonesia

WP 7 will provide policy guidance on how robust, pro-poor legal
frameworks and practices for REDD+ may be developed and
implemented in the focal countries to provide meaningful benefits,
improve targeting of beneficiaries and enhance forest management.
This WP will thus include six focal country case studies to assess
how, and to what extent forest carbon rights are recognized (as
property) by conducting legal analyses of transparency norms, legal
standing and transparent access to decision-making in each of the
selected countries.
Assessments will be conducted to contrast the right of the state to
manage forests under existing laws with the often de-facto,
uncodified, rights of forest-dependent communities.
The bundles of rights (and responsibilities) held by both state and
communities will be mapped and assessed in order to identify
potential tensions and synergies in the practice of rights so as to
inform the assignment of carbon rights.

WP 7 will also explore the specific linkages of rights to benefit
sharing by exploring the ways in which land and forest tenure
complexities at the local level are intricately tied to sub-national
and national level REDD+ policy, legislative and political contexts.
It will consider and review:
benefit preferences
current distribution of benefits and their links to existing social
differentiation as well as rights and responsibilities over forest
management
types, levels and frequency of distributional conflict
factors that influence conflict resolution and
how to measure benefits fairly and transparently in relation to the
rights and responsibilities of each stakeholder in achieving the
emission reduction objectives and to develop performance-based
benefit distribution allocations based on these.
