2. Legal basis of (online) recruitment
Law on Civil Service (CSL) No. 152/2013 and its secondary legislation, define:
• the principles of Civil Service in Albania;
• the steps and timelines for each procedure (written test, oral interview, CV evaluation);
• the competencies of the Department of Public Administration;
• the competencies of human resource management units in CS institutions;
• the types of testing to be used for each procedure;
• the rights and obligations of the candidates.
No restrictions in terms of the means or the facilities to be used for each step of the procedures
3. Recruitment in the Albanian Civil Service
•a centralized process for state administration institutions
•decentralized for local government units and independent institutions
•pool recruitment processes for the entry level (executive level)
•candidates apply for positions announced by group
•70% of points – successful candidates – ranked based on accumulated points
