To gather feedback from principals, evaluators
and superintendents regarding first use
experiences
Design

โ€ข Criterion sampling

โ€ข Phone and in-person interviews with
  superintendents

โ€ข Focus group interview with evaluators

โ€ข Focus group and individual interviews with
  principals evaluated using OPES

โ€ข Five Superintendents of the six districts in region with
  three or more trained in OPES agreed to be interviewed

                   โ€ข All Typology 6 or 7 (urban/suburban with
                     high median income)
                   โ€ข Varied enrollment ( 2000-5000) with 5-13
                     Principals
                   โ€ข Varied % free/reduced lunch population (4-
                     40%)

โ€ข One district partially implementing as a pilot
                   โ€ข Second largest
                   โ€ข Highest % free-reduced lunch
                   โ€ข 8 Principals evaluated with OPES
Superintendent Findings

โ€ข All completed four sessions of training & found
  training to be very helpful

โ€ข   Not implementing or not fully implementing

โ€ข Greater focus on teacher evaluation changes

โ€ข All currently using Danielson model for teacher
  evaluation and satisfied but adapting

โ€ข OPES an improvement over past practice
Evaluator Findings

โ€ข All completed four sessions of training and found
  scenarios to be especially helpful but a lack of clarity
  around latitude
โ€ข Modified rubric and forms
โ€ข Prompted great conversations
โ€ข Too much variation between evaluators
โ€ข Time concerns
โ€ข Equity concerns about use of student growth measures
Principal Findings
โ€ข   Did not receive training- need training

โ€ข   Pilot process, no student performance/growth measured used, not
    part of official record

โ€ข   Varied experiences in number of meetings and artifact
    expectations

โ€ข   Best evaluation experience, affirming, very collaborative, lots of
    conversation and input

โ€ข   Fit well with other district and building processes/goals

โ€ข   Concerns about use of student performance measures

โ€ข   Created empathy in teachers

Ohio Principal Evaluation System

  • 1. Ohio Principal Evaluation System A Snapshot of Implementation in 2011-2012 Jill Lindsey, PhD Suzanne Franco, EdD Ted Zigler, EdD Wright State Universityโ€™s OERC Team Funded by the Ohio Education Research Center
  • 2. Purpose To gather feedback from principals, evaluators and superintendents regarding first use experiences
  • 3. Design โ€ข Criterion sampling โ€ข Phone and in-person interviews with superintendents โ€ข Focus group interview with evaluators โ€ข Focus group and individual interviews with principals evaluated using OPES
  • 4. Guiding Questions related to โ€ข Implementation โ€ข Training โ€ข 50% student performance measures โ€ข Challenges โ€ข Perceptions โ€ข Comparison with past practice โ€ข Advice
  • 5. Sample โ€ข Five Superintendents of the six districts in region with three or more trained in OPES agreed to be interviewed โ€ข All RttT Districts โ€ข All Typology 6 or 7 (urban/suburban with high median income) โ€ข Varied enrollment ( 2000-5000) with 5-13 Principals โ€ข Varied % free/reduced lunch population (4- 40%) โ€ข One district partially implementing as a pilot โ€ข Second largest โ€ข Highest % free-reduced lunch โ€ข 8 Principals evaluated with OPES
  • 6. Superintendent Findings โ€ข All completed four sessions of training & found training to be very helpful โ€ข Not implementing or not fully implementing โ€ข Greater focus on teacher evaluation changes โ€ข All currently using Danielson model for teacher evaluation and satisfied but adapting โ€ข OPES an improvement over past practice
  • 7. Evaluator Findings โ€ข All completed four sessions of training and found scenarios to be especially helpful but a lack of clarity around latitude โ€ข Modified rubric and forms โ€ข Prompted great conversations โ€ข Too much variation between evaluators โ€ข Time concerns โ€ข Equity concerns about use of student growth measures
  • 8. Principal Findings โ€ข Did not receive training- need training โ€ข Pilot process, no student performance/growth measured used, not part of official record โ€ข Varied experiences in number of meetings and artifact expectations โ€ข Best evaluation experience, affirming, very collaborative, lots of conversation and input โ€ข Fit well with other district and building processes/goals โ€ข Concerns about use of student performance measures โ€ข Created empathy in teachers
  • 9. Common Findings Across Groups โ€ข Training helpful and needed; need clarity โ€ข Is a very positive, collaborative process โ€ข Need more consistency in process โ€ข Piloting time is essential for best use & buy-in โ€ข Student Performance/growth component must be established โ€ข OTES and OPES intertwined
