He defined quality as doing the right thing at the right time in the right way to achieve the best possible results and discussed the concept of the "gap" between what we know and what we do, and how this gap represents the areas we need to improve. He explained the scientific approach to quality improvement, which involves systematic performance analysis, testing and learning, and implementing change ideas. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

PERFORMANCE EVALUATION INSTRUCTION UPDATE
An update to the Navy Performance Evaluation System instruction BUPERSINST 1610.10C was released April 21. The
instruction now incorporates several NAVADMINs affecting performance evaluations and fitness reports. The changes cover new
E-5 promotion recommendation rules, Physical Fitness Assessment (PFA) documentation requirements, a new billet sub-category
for performance reports, details on Reserve component unit reporting responsibilities, elimination of references to the enlisted field
service record and several other items. NAVFIT98A Version 29 was rolled out to the fleet incorporating the new rules.
Workstations on the unclassified Navy/Marine Corps Intranet (NMCI) automatically received this new version. For non-NMCI
users, the upgrade is available for download from the Navy Personnel Command (NPC) website. Commands should verify they are
using Version 29 by checking 'About NAVFIT98A' under the help tab in NAVFIT98A, which will display 'Version 2.2.0.29.' These
are a few of the updates published in BUPERSINST 1610.10C. To see more review the instruction posted on the Navy Personnel

NAVY FAMILY ACCOUNTABILITY AND ASSESSMENT SYSTEM (NFAAS)
NFAAS has been a very important tool recently with all the recent disasters impacting Sailors such as the earthquakes in Japan,
wildfires in TX, flooding in the Midwest, tornadoes in MS and AL and upcoming storms expected throughout May. Created after
Katrina, NFAAS allows families to account for their safety and fill out a needs assessment if they are without housing, need financial
assistance or other help. Here's the bottom line: Get on NFAAS now and register BEFORE an emergency happens. Log-on to
NFAAS at https://navyfamily.navy.mil to verify your address and contact information. Make changes when anything changes in
your life - just like with your page 2 and other critical paperwork. NFAAS will be used following a catastrophic incident.
Additionally, remember that updating NFAAS does NOT update NSIPS; you must still update NSIPS separately.
UPDATE TO OVERMANNED ZONES BY RATING AND FAQS
An updated chart of overmanned zones by rating is available on the NPC enlisted career administration - reenl/ext webpage at:
www.public.navy.mil/bupers-npc/career/enlistedcareeradmin/pages/reenext.aspx Overmanned rating zones require NPC waivers to
execute extensions. This updated chart is the only authorized chart to be used in conjunction with extension processing. Chart is
effective 1 May 2011.
MILPERSMAN 1160-040 superseded NAVADMIN 007/09 and members in overmanned rating zones require pers-81 authorization
to execute any type of extension including extensions for maternity benefits or PCS/IAAM/GSA OBLISERV.
a. Extensions associated with initial entry training (to include AAP) do not require pers-81 authorization.
b. Approved HYT waiver/FLTRES/retirement message from pers-83 will serve as extension authority for overmanned rating zones.
c. Approved extension for admin board processing IAW MPM 1910-208 from PERS-83 will serve as extension authority for
overmanned rating zones.
3. Request procedures, status report, FAQS, and POCS are also listed on the REENL/ext webpage listed above.
UPDATE TO CORRECT EDUCATION POINTS FOR ADVANCEMENT
Education points will be awarded for the highest accredited degree held. To allow sufficient time for the Virtual Education
Center to process all documents, transcripts must be received from advancement candidates by 1 SEP 2011 for Adv cycle 212 and 15
July 2011 for adv cycle 089. The virtual education center will validate transcripts and enter the education data into the Navy College
Management Information System (NCMIS) to be used for FMS calculation. NCMIS is the sole source for education points
verification. Failure to update degree data via NCMIS will result in an education points discrepancy on a Sailor's profile sheet.
