Career Management System/ Interactive Detailing (CMS/ID) Provides transparency in the detailing process Displays AVAILABLE prioritized requisitions Collects Sailor preferences and job applications Informs Sailors of assignment considerations, incentives, and decisions Enables gaining commands to rank applicants and communicate command information Recent changes: Application window adjusted to 9-7 months from PRD Red Zone Requisitions changed to highest priority requirements Must fills for the detailers Sailor preferences now include ability to volunteer/express interest in a GSA assignment (OSA) Sailors can submit their own applications, but… Allows Sailors to apply for SELRES option (NOSC choice)

PTS and Detailing Ideal application period for personnel who require OBLISERV. Applications should be submitted 12 months prior to PRD to allow maximum number of looks prior to Detailing Window. 15 months from PRD 12 months from PRD 9 months from PRD PRD 7 months from PRD Commands should conduct Career Development Boards on all personnel who are within 12-15 months of PRD. PTS Applications should be submitted 12 months prior to PRD for those who would be required to OBLISERV for PCS orders. CMS-ID Detailing Window All Sailors should be under orders no later than 7 months prior to PRD PTS APPLICATION WINDOW 6 months from PRD PTS window extends beyond CMS-ID application window ** PTS/CMS-ID overlap due to detailing window shift from 9-5 months to 9-7 months in OCT 09 (NAVADMIN 249/09)** NEEDS OF THE NAVY CMS-ID apply PTS SELECTION WINDOW 4 months from PRD PTS Quota removed if not under Orders
Overseas Contingency Support Assignments (OSA) “ IAMM with backfill”…combines the best of GSA / IAMM Entitlements at ECRC / NMPS Command sponsorship / ownership ECRC capacity Replacing enlisted GSA assignments in OCT 10 Based on Sailors indicating a preference for an OCO assignment. Sailors will remain assigned to their current command during the OSA assignment (their PRD will be adjusted), but they will not be counted against the command’s manning. A requisition will be generated for their relief at their original PRD, if manning support it. Sailors will return to their command upon tour completion (or if they fall out during the process) for further assignment. Pre-screening / CIAC Duties Paramount
CAUTIONS: Sailors requesting to match their PRD to their EAOS are assumed to be separating at the EAOS. Declaration of intent to separate is very close to being an irrevocable request (as is submission of fleet reserve requests) Failure to negotiate orders in a timely manner may result in your PTS quota being revoked. Editor's Notes

  • #4 - Do not hesitate to address problems at the appropriate level - All team members are working to achieve the best possible combination for the Sailor and the Navy
  • #6 Manning “friction” affects every warfare enterprise and impacts the number of Sailors available to do the work At any given time, roughly 8.4% of inventory is “un-distributable.” 2.5% unfunded student / training billets 1.7% LIMDU or assignment limited 1.5% reassigned due to pregnancy 1.1% GSA and IAMM orders 0.8% separation/retirement leave 0.4% unfunded transient status 0.4% unavailable due to other Special NMP Some factors such as pregnancy and LIMDU are “fact of life,” while others may be mitigated (e.g., unfunded student / training billets)
  • #13 80% requisitions to rollers for sea duty 50% requisitions to rollers for shore duty Red Zone Requisitions: . 0-3 rollers = 0 RZR . 4-7 rollers = 1 RZR . 8-20 rollers = 2 RZR . 21-30 rollers = 3 RZR . 31-40 rollers = 4 RZR . > 41 rollers = 5 RZR
