8. Problems encountered
related to Learners
• Learner's account cannot be found and accessed.
• Newly integrated school. No account given to learners.
• Learners have disability (VI, ID, LD, HI, OH)
• Some parents are not willing to send their child to other
school to take the exam.
• All G7 and G8 students are not computer literate.
• Low number of test takers
9. Problems related to Testing Center
Location/Transportation (27%)
• The testing centers identified are far from the school.
• Safety of the learners are at stake to travel late in the afternoon in going home.
• The school is located in a far-flung area. Learners will walk 2-3 hours to
reach the school.
• Too large number of students to transport from school to testing center.
• No regular transportation to go to other testing centers.
• No available public transportation due to unpassable road and currently the mode of
transportation is only motorcycle "haba-habal" which can carry 6
passengers only at a time with an hour of travel due to its distance (25-30 kilometers
away from the school to the city Proper).
10. Problems related to Costs/Expenses (7%)
• Parents did not approve request to spend for the travel of their
children for the school has no fund to finance the
travelling expense of the learners.
• Many of the learners cannot afford the fare if they would travel
from the island to the nearest available testing center.
• Shortage of parents' financial resources to support the travel
expenses of their children from the school to the nearest
testing center and vice versa.
• The teaching personnel is in economic disadvantage due high
fare rate causing PhP400 on his/her one-way fare.
11. Problems related to Risks (57%)
• The school is located in the Island and it will be risky and expensive to our learners to travel
to mainland school/testing centers
• Only few parents responded positively due to the risk and difficulty in transportation of
learners to the school or other testing center; due to geographical location of
residences, especially in this rainy season.
• Transporting the learners to the nearest possible testing center is quite risky,
inconvenient and expensive. It may cost 150 - 180 per one-way trip.
• Safety of the students is a priority cause transporting them is risky and very costly
• The learners have to risk crossing the river in order to reach the nearest testing center.
• Our school is a far-flung school found in the mountainous area. We have no internet
connection, and it is very risky to take our 103 learners from school to the testing center
which is 24 kilometers away. In going to the town proper, we need to travel by foot for 30
minutes and travel by motorcycle for almost an hour with PhP500.00 fare, back and forth.
• An Island School with 24 nautical miles from Island to mainland with 2 hours travel by boat,
it is very risky to the learners to travel in the mainland where the nearest testing center is
located.
12. NLCA 2024: RATIONALE
The National Learning Camp Assessment (NLCA) will be
administered to all Grades 7 to 10 learners for School Year 2023- 2024
in all public schools across country.

The assessment tool intends to determine the effectiveness of the learning
camp intervention on the learning proficiencies of participating
learners before and after attending the said program.
13. OBJECTIVES
The objectives of the virtual orientation are the following:
1. To orient field testing personnel on how to administer the online
computer-based test to currently enrolled Grades 7 to 10
learners for school year 2023-2024 in all public schools
across the country using the Moodle platform; and
2. To ensure the readiness of schools in conducting the
computer-based assessment.

1. at least a Teacher I to Master Teacher from the SDO,
2. must be external from the school or must not be the

NLCA
ASSESSMENT TOOL
The NLCA is an online computer-based test that will be
delivered through the DepEd LMS Moodle platform.
The test shall cover learning areas in English, Science, and
Mathematics, wherein test items measure varying levels of
skills and competencies in a multiple-choice format using the
English language.
26. GUIDELINES ON THE ADMINISTRATION OF
NLCA
ENROLLMENT OF USERS
All enrolled Grades 7 to 10 learners from all public schools
across the country should activate/access their DepEd LMS
accounts using their official DepEd Microsoft accounts for the
conduct of the NLC Assessment.
School Testing and IT Coordinator should ensure that the
learners have access to their DepEd Microsoft account and have
accessed the DepEd LMS platform before the test
administration.
27. GUIDELINES ON THE ADMINISTRATION OF
NLCA
TESTING CENTERS
a. With an uninterrupted power supply, preferably with a
standby power generator
b. With computer laboratories that can accommodate 20-40
learners per room
c. With 15-40 functional desktops/laptops per computer lab
d. With at least 15 mbps dedicated internet connection
Note: All available working desktop/laptop units must be utilized. The internet connection can be lower depending on
the number of connected devices.
28. GUIDELINES ON THE ADMINISTRATION OF
NLCA
COMPUTER LABORATORIES/TESTING ROOMS
e. Preferably, the computer laboratories to be used as testing rooms
are in a quiet and unpopulated area in the school and with a nearby
restroom for student use. These should be conducive for the testing
activity (e.g.: spacious, well-lighted, and ventilated)
f. In case the computer laboratory cannot accommodate 40
computers and learners, 2 adjacent rooms may be used as testing
rooms.
g. One room shall serve as a holding area for the test takers to prepare
them before entering the testing rooms. One teacher/support staff
should be stationed in the room.
29. GUIDELINES ON THE ADMINISTRATION OF
NLCA
TESTING CENTER
● List of learners should be posted outside the testing room per batch.
● The school is requested to provide an adequate number of blank sheets
of paper for computation purposes only.
Note: The sheets of paper will be collected by the test administrator after each
testing session and subject to immediate shredding.
● To ensure the confidentiality of test items and minimize contact between
test takers, the schools should prepare barrier/divider between
computer units in laboratory.
Note: An improvised barrier/divider may be used as alternative.
31. GUIDELINES ON THE ADMINISTRATION OF
NLCA
TESTING CENTERS AND ALTERNATE TESTING CENTERS
1. A Junior/Senior High School with computer laboratory or available
computer units shall be identified as a testing center for nearby
schools.
2. Elementary Schools with computer laboratories or available
computer units shall serve as testing centers for nearby schools.
3. Seek assistance from private schools with internet and computer
facilities through the initiative of the SDO.
4. Tap the SUCs and Technological Schools for partnership and use
their available computer laboratories as testing rooms.
32. GUIDELINES ON THE ADMINISTRATION OF
NLCA
DESKTOP/LAPTOP COMPUTER UNITS
a. With keyboard and mouse
b. With at least two (2) GB in RAM, 30 GB hard disk, an Intel
processor or its equivalent.
c. Internet ready: anti-virus program and Windows auto-
update are disabled

Step 3 Open the SDO CLUSTER LMS.seb. Click “No” and it
will open the Safe Exam Browser application showing the
National Education Portal-Learning Management System (NEP
LMS) page.
To close the Safe Exam Browser, click on the power
button on the lower right side of the screen.
36. INSTALLATION OF SAFE EXAM

Note: During the examination day, the proctor/School IT Coordinator must ensure that the
Safe Exam Browser is already open/running prior to the schedule of test administration and
before the test-takers enter the room. Check if the application is on the list by searching Safe
Exam Browser in Windows search bar.
37. ACCESSING THE MOODLE
PLATFORM
● All Grades 7 to 10 learners should activate/access their
Moodle LMS accounts using their official DepEd Microsoft
accounts before the Pretest.
● School Testing and IT Coordinator should ensure that the
learners have access to their Microsoft email account and have
accessed the DepEd LMS platform.
44. Using the class list, the last name of the learners should be
arranged alphabetically per batch regardless of sex. Refer to
the tables below for the sample scheme:

48. TEST ADMINISTRATION
PROCEDURE
● See to it that the seats are arranged properly, with provision of
sturdy barriers in between computer units to prevent any attempt
on their part to communicate with each other, the date and time in
the computer units are correct.
● Ensure that the learners already have activated and
accessed their DepEd Microsoft Accounts.
● Ensure that Moodle platform is already running using the
Safe Exam Browser before the students go to their
respective seats.
49. TEST ADMINISTRATION
PROCEDURE
● Students should be advised to put their cellphones and other
electronic devices inside their bags and place these belongings in
the holding area.
● Cellphones, calculators, smart watches, and other forms of
electronic devices shall not be allowed during the test.
● Make sure all the learners have/know their log-in
credentials.
● Other procedures will be discussed by test administrator during
the test proper.
