E. Rey Garcia, a graduate student at the University of Texas-Rio Grande Valley, has applied to speak at the 2016 National Association of Government Web Professionals conference. Garcia proposes a session on using e-government strategies and information communications technology to efficiently deliver credible information to users. The session would educate attendees on following user experience best practices and open government doctrines to provide useful, usable, findable, and accessible public information. Garcia has experience in local government IT and social media and believes credible data builds trust between leaders and communities.

House of Representative (DPR) as well as what background is expected from the website management in public
information service of www.ppid.dpr.go.id in 2014, the House of Representatives of DPR as PR has published
‘themselves’ to external and internal parties through real media namely websites. Thus, the studyer focused on
the website management of www.ppid.dpr.go.id in Public Information Services in 2014. This study used a case
study method that described how to manage the website www.ppid.dpr.go.id. The results of the study concluded
the following points. 1) Every Public Information is open and can be accessed by every User of Public
Information, 2) Public Information that is excluded is strict and limited; 3) Every Public Information must be
obtained by each Public Information Applicant quickly and on time, at a low cost, and simple; 4) Public
Information that is excluded is confidential in accordance with the Act, propriety and public interest that can
protect public interests comprehensively without limits in the scope of the homeland. Based on the findings, the
study suggests as follows. 1) The website of www.ppid.dpr.go.id should be managed properly so that the public
can access information quickly and easily in an actual and factual manner, and 2) The website of
www.ppid.dpr.go.id should be more accessible to all public/ community within reach of Sabang-Merauke so
that public access networks are wider.

The 2012 FOCAS convened 38 leaders and developers from government, media and communications enterprises, localities, consumer/user groups and academia to define the problems of open and innovative governance and develop solutions. Road to Government 2.0: Technological Problems and Solutions for Transparency, Efficiency and Participation, summarizes the insights, initiatives and recommendations emanating from the Forum. The report, written by Forum rapporteur Greg Ferenstein, describes the origins of the open government movement, provides a discussion of the meaningful open governance efforts around the world and then addresses a number of serious shortcomings and subsequent solutions in open government. The recommendations include measures to enhance public awareness and media engagement, modifications to the government procurement process and an emphasis on useful participatory government to help improve information flow, communication and citizen interactions.

Nowadays, the governing bodies both in public and private sectors are dealing with complex systems on a day to day operations. These systems are made up of different components which present varying interactions and interrelationships with and/or among each other; therefore, making their management to be difficult or challenging. Indeed, Ruiz, Zabaleta & Elorza (2016), highlighted that public policymakers have to deal with complex systems which involve heterogeneous agents that act in non-linear behaviors making their management difficult. My academic and multi-sector professional experiences have prepared me to deliver credible and empirical
public information that is useful to the attendees of the 2016 national conference. First, I hold a Bachelor of
Arts in Government/Political Science from the University of Houston (UH), and am currently a candidate for a
Master of Public Administration from the University of Texas Rio Grande Valley (UTRGV). Second, I have
nearly 30 years of multi-industry experience working with local government, financial and student loan
institutions, oil and gas companies, Information Technology, and customer service.
Credible Information
Finally and most importantly, I recognize the importance delivering valuable information that is useful, usable,
desirable, findable, and readily accessible, while promoting community engagement. While working in both
sectors, I have gained knowledge and build a network of professional relationships, ranging from leaders of

instantaneous and readable.
2) Providing a user experience that recognizes the users, their needs, values and limitations.
3) Using Empirical data to create trust and credibility from the community towards their leaders and elected
