In this presentation we present preliminary results of the extraction and analysis of peer review information from computer science conferences published by Springer in almost 10,000 proceedings volumes. The results will be uploaded to lod.springer.com, with the purpose of creation of the largest dataset of peer review processes in CS conferences.
We have faced NAAC current year , and this is departmental presentation for CS department. We have faced lots of challenges for the preparation of presentation .Hope it will help to all who are going to face NAAC in future.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.

Abstract & Introduction
This essay is intended for the admission to the Colorado Technical University (CTU) Online Doctoral
Program in Computer Science Enterprise Information Systems. First, I will identify both my personal
and professional motivations, highlight key accomplishments and academic achievements, advanced
training, certifications, and awards, which give me the foundation to build a solid background and a
wealth of knowledge and skills, allowing me to commit my professional life to the evolution of
technology. Second, I will apply my analytical, methodological project leadership skills to scholarly
research, using credible secondary data to quantify and measure the benefits and cost-cutting solutions
of migrating to modern cloud-based Enterprise Systems. Third, a solid background in technology in
private, public, and nonprofit sectors and a concentration compatibility make me an ideal expert in
Project Leadership Roles administering and managing professional staff, research groups, and
recommending the delivery of effective solutions to top officials, board members, management,
department heads, and professors.
The ability to succeed is driven by the continual determination to never settle for second best. With
the continual evolution of modern cloud-based technology, we have seen the shift from costly

Through research analysis and the applied methodologies of Conceptual Modeling, Literary Warrant
Analysis, Mapping Metadata, Metamodeling, and Empirical Instantiation, along with Technology
Intelligence and Financial Forecasting techniques organizations are able to delivery credible up-to-
date public information, while using cost-saving solutions for public and nonprofits on a fixed or
limited public budgets.

Background
Technology is like our brain, if it is not maintained or updated, it becomes an infrastructure that is
outdated, lacks compatibility with other Enterprise Systems and eventually becomes obsolete. The
human brain needs continual stimulation, or it becomes a common wasteland, and ceases grow.
Charles Darwin's Theory of Evolution – with the concept of Survival of the Fittest - states that in
order for organisms to exist, they must continuously adapt to their environment. “Continued existence
of organisms that are best adapted to their environment with the extinction of others.” Darwin’s
Theory uses Natural Selection comes in the form of trait variation, differential reproduction, and
heredity and defines us as complex creatures more advantageous than the less-challenged ones.
1) Trait Variation - Our traits are our qualities that characterize us, making us unique over
other organisms. Technology is made up of different traits making each hardware or
software piece unique to serve a specific function or purpose.
2) Differential Reproduction - As complex creatures not all of us reproduce to our full
potential. Those with the stronger traits through heredity reproduce the strongest, and those
of us with lesser-traits, become the weakest. Technology that is evolutionary and adapts to
the changing demands, becomes the stronger one.
3) Heredity - Our heredity is based on the survival of our traits, based on genetics.
Technology that inherits the stronger traits, stays at the forefront of the IT industry. Genetic
variations can refer to differences between individuals or to differences between populations.
Evolutionary Technology must conform and adapt to the needs and demands of evolving
populations.
4) End-Result - The more advantageous trait becomes the more common one in the
population. The same applies to the stronger technology.

Personal & Professional Motivation
For more than 20 years, my passion for technology has kept me focused and committed to the
evolution of the Information Technology industry. Working for private, public, and nonprofit sectors
has given me skills and knowledge to understand the policies that govern and distinguish technology
and budgets between the different sectors. I have been very lucky to personally witness the nascent
stages, development, and evolution of technology when Big Data and large scale Enterprise Systems
ran the workflow of Data Centers. My first job as a temp tape hanger for Chevron Information
Technology of Houston gave me the know-how and determination to stay current and to adapt and
evolve with the ever-changing technology. My supervisors saw my determination to learn every
process of the Data Center by seeking certification in all areas. This quickly gained me full time status
as a Lead Computer Operator supervising 20 employees. I was given the title of Subject Matter Expert
(SME) and quickly learned the workflow of the Legacy IBM ES9000, AS400, CRAY/UNIX, VAX,
Seischrome Plotters, and Tape Silos, Tape Handling, Tape Mount, Disaster Recovery and Contingency
Plan.
I am amazed at myself when I see my proudest accomplishment, my Master of Public Administration
with GPA of 3.34. When I walked the Commencement Ceremony, at that very moment, I realized
how proud I had made my mother Mrs. Aurora Villarreal, who was watching via live stream and my
father, Mr. Reyes Garcia, who was in the audience. I am a first-generation college graduate. But the
most important person was my mentor, Mr. Leonardo Olivares, who had faith in me, who pushed me
when I felt like giving up. His continual motivation has allowed me to stay focused and stay on track
with my career, fueling my determination and perseverance and tenacity.

Research Interests
According to Computer Weekly’s analogy on the Darwinism theory of evolution applied to technology,
“All technologies have a purpose; all solve some problem.” My background in technology and my
Master of Public Administration give me the knowledge to share my skills in management and
technology and to contribute to the evolution of technology in the public sector.
Most public and nonprofit sector technology programs are mandated and governed by the Public
Budget, leaving government agencies and IT professionals with limited resources. Unlike the large-
scale government agencies which have unlimited budgets and are able to provide citizen engagement,
instant public information, with state of the art resources, such as secure data encryption, apps, cloud-
computing, and self-service options via web-mobile devices, smaller government agencies must get
creative with their budget in order to compete with the large agencies and to meet the demands of
the public.
Even the larger government agencies cannot be spending millions of dollars on running their own
Data Centers. The operational cost of Enterprise Information Systems and their maintenance is
draining IT budgets. By educating government agencies on the benefits of outsourcing and migrating
to the cloud, and making security and up-time a top priority, government agencies have the peace of
mind that their data remains secure and is managed by state of the art cloud Enterprise Systems.
Key Points of Research Interests: To run a successful Data Center, there are five key points that
inform IT professionals on better Management of Government Enterprise Information Systems:
1) To cut Operating and Maintenance Costs of Big Data and Legacy Systems.
2) To provide Open Government and Current Credible Public Information.
3) To establish Disaster Recovery and Contingency Plans with Little to No-Down-Time.
4) To provide Data Encryption and Secure User Access to public records.
5) To continuously strategize by building Roadmaps to educate and plan though the use of
Technology Intelligence and Financial Forecasting.
I would like to contribute to the information technology industry my knowledge acquired over a 20-
plus year span of transformational experiences accomplished by being a part of the evolution of
technology. My continual commitment to technology has fostered in me the obligation to share my
knowledge through scholarly research and publications.

By pursuing my studies in the area of Computer Science Enterprise Information Systems, I will
contribute to the evolution of modern technology. Through shared knowledge and transparency

to researchers, Information Technology professionals, and an industry network through research,
analysis and proven solutions to private, public, and nonprofit sectors.
My experience in the industry of Information Technology, along with my graduate degree in Public
Administration, have given me the tools to analyze and apply methodologies based on empirical
findings and to focus on the disciplines that constitute and entail the learning and achievement of a
Doctoral degree in Computer Science Enterprise Information Systems from Colorado Technical
University’s exemplary studies from the Information Technology Department

Ability to Succeed
The ability to survive is based on our ability to succeed. This is best captured by the World’s leading
philosophers, Socrates, Plato, and Aristotle. The Socratic Method has allowed me to identify and distill
my tenable purpose in life. Plato’s Theory of Forms has given me the ability to learn to adapt and try
to live a fulfilling life in a changing world. Aristotle’s Theory of Universals has given us the ability to
identify the commonalities we have with others, while allowing a few to excel beyond our universals.
The Socratic Method - “The Socratic method is defined as a form of inquiry and discussion
between individuals, based on asking and answering questions to illuminate ideas. This method is
performed by asking question after question with the purpose of seeking to expose contradictions
in one’s thoughts, guiding him/her to arrive at a solid, tenable conclusion.”
Plato’s Theory of Forms - “This theory was created to solve two problems, one of ethics and one
of permanence and change. The ethical problem is: how can humans live a fulfilling life in an ever
changing world if everything that they hold close to them can be easily taken away?”
Aristotle’s Theory of Universals - “A universal is a metaphysical term describing what particular
things have in common, focusing strictly characteristics or qualities.” Aristotle’s Theory of
Universals “states that universals exist only where they are instantiated (the concept that it is
impossible for a property to exist which is not had by some object).”
By following the Socratic Method, one can contribute to any given sector, leaving the legacy through
interpretations and scholarly research. By applying Plato’s Theory of Forms to technology, one can
remain current with the ever-changing evolution of technologies, adapting, conforming, and
becoming an innovator and trendsetter. By applying Aristotle’s Theory of Universals to technology,
one can isolate any commonalities the organization has with others with similar demographics,
allowing for the isolation of differences, giving one the power to change course and become a leader
and a creator of a new universal.

Applied Research Methodology & Concluding Remarks
Through research analysis and the use of Applied Research Methodologies, one is able to use identify
five Information Technology Methodologies defined by Monash University’s Information
Technology:
1) Conceptual Modeling is used to provide a conceptual framework for a given project.
2) Literary Warrant Analysis is used to discover authoritative sources for the specification of
recordkeeping metadata, which is data describing and giving information regarding other data.
3) Mapping Metadata is defined as the “process of conceptually mapping the elements of the
Recordkeeping Metadata Schema against elements in existing "best practice" generic sets, and
elements in recordkeeping specific metadata sets is being undertaken.”
4) Metamodeling is used to highlight any inconsistencies or gaps in the framework and explores
the use of qualifiers, metadata sets, depiction of relationships, and identifies and describes
mapping schemas.
5) Empirical Instantiation is used to refine the metadata syntax and semantics, highlighting
areas for further research and exploration.
Through effective Strategic Roadmapping and organizational goal alignment, along with Technology
Intelligence and Financial Forecasting techniques, strategist are able to deliver customized cost-saving
solutions to organizations on a fixed or limited public budgets.

methodology is defined as “a form of systematic inquiry involving the practical application of science.
It accesses and uses some part of the research communities' (the academia's) accumulated theories,
knowledge, methods, and techniques, for a specific, often state-, business-, or client-driven purpose.”
Financial Forecasting – According to Google Online Dictionary, financial forecasting is defined as
“an estimate of future financial outcomes for…” an organization. “Unlike a financial plan or a budget
a financial forecast doesn't have to be used as a planning document.”
Strategic Roadmapping - According to Google Online Dictionary, strategic roadmapping is defined
as “a time-based plan that defines where a business is, where it wants to go, and how to get it there. It
is a visual representation that organizes and presents important information related to future plans.
Strategic roadmaps are a common approach to planning.”
Technology Intelligence (TI) - According to Google Online Dictionary, technology intelligence is
defined as “an activity that enables companies to identify the technological opportunities and threats
that could affect the future growth and survival of their business. It aims to capture and disseminate
the technological information needed for strategic planning and decision making.”
