2. Importance of the National Adaptation
Planning Process
CC poses a major threat to Jamaica’s overall development- key
economic sectors such as water, tourism, agriculture, fisheries and
forestry are highly dependent on natural resources and are climate
sensitive
Imperative to adopt necessary policies and actions to ensure that
adaptation strategies are mainstreamed into economic and fiscal
management, development of country's physical infrastructure, land
use and coastal zone planning and management
3. Adaptation in the UNFCCC
Adaptation, in the simplest terms, refers to the actions that
countries will need to take to respond to the impacts of climate
change that are already happening, while at the same time
preparing for future impacts.
Parties to the UNFCCC and the Paris Agreement recognize that
adaptation is a global challenge faced by all with local,
subnational, national, regional and international dimensions. It
is a key component of the long-term global response to climate
change to protect people, livelihoods and ecosystems.
4. NAPS: A Global Policy Directive
The national adaptation plan (NAP) process was established under the Cancun Adaptation
Framework (CAF)

The Agreement requires all Parties, as
appropriate, to engage in adaptation planning
and implementation through e.g. national
adaptation plans, vulnerability assessments,
monitoring and evaluation, and economic
diversification.
6. Goals of NAP Process
To reduce vulnerability to the impacts of climate change, by building
adaptive capacity and resilience; with a view to contributing to
sustainable development
To facilitate the integration of climate change adaptation, in a coherent
manner, into relevant new and existing policies, programmes and
activities, in particular development planning processes and strategies,
within all relevant sectors and at different levels, as appropriate, thereby
enhancing adaptive capacity and resilience
and ensuring an adequate adaptation response in the context of the goal
of holding average global warming well below 2 degrees C and pursuing
efforts to hold it below 1.5 degrees C.

9. NAPs in the Caribbean
Many Caribbean countries have already mainstreamed adaptation into
national development plans and climate change policies
Medium- to long-term NAP processes which integrate adaptation into planning
and budgeting across all sectors and scales have been initiated in five
countries within the region.
Adaptation and adaptation priorities are included in almost all I/NDCs in the
region
Priority adaptation sectors for the region include agriculture, coastal
management and water, as well as health, urban settlements and tourism.

11. Mainstreaming: Policy Landscape in
Jamaica
Vision 2030
Vision 2030 identifies addressing climate risks as a national development
priority, calling for efforts by vulnerable sectors to begin their own
adaptation planning.
