The document summarizes Bangladesh's national adaptation initiatives and plans to address climate change impacts. It outlines Bangladesh's National Adaptation Programme of Action (NAPA) from 2005 and updated Climate Change Strategy and Action Plan from 2009. It also discusses Bangladesh's Nationally Determined Contribution submitted in 2015 and ongoing efforts to develop a National Adaptation Plan (NAP) with support from the Green Climate Fund. The NAP process will focus on strengthening coordination, updating adaptation options, integrating climate risks into decision making, and establishing a mechanism to track adaptation investments and financing.

11.3.4 Experiencing on enhancing institutional arrangements and support for the NAP
1. Bangladesh’s adaptation initiatives:
institutional arrangement and
support for the NAP process
Dr Fahmida Khanom
Director (Natural Resource Management and Research)
Department of Environment
Ministry fo Environment, Forest and Climate Change
Government of the People’s Republic of Bangladesh
2. Climate change impacts
Coastal Zone: SLR, Cyclone, Salinity
Recurrent severe flooding, water logging/ permanent inundation;
Increase in the frequency and intensity of drought
Loss of agricultural productivity;
River bank erosion;
Recurrent cyclone, storm surges with more intensity
4. Adaptation initiatives
Bangladesh prepared it’s National Adaptation Programme of Action (NAPA) in
November 2005 (updated in 2009)
Bangladesh Government formulated the Bangladesh Climate Change Strategy
and Action Plan (BCCSAP), 2009 to address climate change in a comprehensive
manner with the vision to eradicate poverty and achieve economic and social
wellbeing through a pro-poor climate change resilience strategy.
The BCCSAP is a 10 year programme, built on six themes/pillars –
1) Food security, social protection and health;
2) Comprehensive disaster management;
3) Infrastructure;
4) Research and knowledge management;
5) Mitigation and low carbon development;
6) Capacity building and institutional strengthening.
The country is now updating the BCCSAP that will be completed by the end of
2019.
5. Adaptation initiatives
To implement the BCCSAP -
Enactment of Climate Change Trust Act, 2010 by Parliament
Establishment of -
Bangladesh Climate Change Trust Fund (BCCTF) in the fiscal year 2009-
10 from its own revenue resources.
Bangladesh Climate Change Resilience Fund (BCCRF), a multi-donar
trust fund
Bangladesh is the first LDC country to set up its own Climate Change Trust
Fund from its own resources.
6. Adaptation initiatives…integration in
fiscal policies
Climate Fiscal Framework (CFF), 2014
Inclusive Budgeting and Financing for Climate Resilience
(IBFCR)
climate change information and knowledge
management (CCIKM) network.
7. Nationally Determined Contribution
(NDC)
As an active member of UNFCCC, Bangladesh prepared and submitted its
INDC in September 2015 that includes both Adaptation and Mitigation
initiatives in the country.
The NDC -2015 identifies the adaptation goal as “protect the population,
enhance their adaptive capacity and livelihood options, and to protect
the overall development of the country in its stride for economic progress
and wellbeing for the people”.
also identifies key adaptation priority areas of actions, a list of on-going
adaptation actions, climate funds, and an estimate of adaptation costs.
8. Adaptation initiatives …in National
development strategies
the government’s ongoing national development strategies focus on climate
change adptation
Vision 2021,
the 10-year perspective plan (2010-2020) and
the 7th Five Year Plan (FY 2016-FY2020)
Bangladesh Delta Plan 2100 (BDP 2100)
seeks to integrate the short to medium term aspirations of Bangladesh to achieve
Upper Middle Income (UMIC) status and eliminate extreme poverty by FY 2031
with the longer term challenge of sustainable management of water, ecology,
environment and land resources in the context of their interaction with natural
disasters and climate change.
9. GAPS and barriers
the NAPA identified immediate CCA priorities, but did not set out medium- and
longer- term adaptation needs and options
In the BCCSAP
the lack of a framework for stakeholder collaboration and
Lack of adaptation options with specific timelines,
Limited M& E options
Information for medium-term adaptation investment planning not fully assessed
or available
Coordination mechanisms are inadequate for prioritization of CCA planning
and action
Institutional and technical capacity is limited at national
Tracking of adaptation related investment is not available and there is a lack of
options for funding mid to long term CCA
10. NAP Roadmap and NAP process
Bangladesh prepared a NAP Roadmap in 2015 and has already initiated the
process for the formulation and advancement of NAP process with 03 million
USD Green Climate Fund (GCF) financing.
Other ongoing/proposed supporting programmes
Community-based coastal afforestation phases I and II
Ecosystem-based approaches to Adaptation (EbA) in the drought-prone Barind
Tract and Haor "wetland" Area
Community Based Adaptation (CBA) Programme
Integrating climate change adaptation into sustainable development
pathways of Bangladesh
Adaptation of climate change into the national and local development
planning
11. The NAP development process
4 key areas
1. Strengthen institutional coordination and climate change information and
knowledge management for medium- to long-term planning;
2. Update and appraise adaptation options; prioritizw and formulate
National Adaptation Plan;
3. Develop climate risk informed decision-making tools and piloting by
planning and budget departments at national and sectoral levels;
4. set up nationally appropriate participatory adaptation investments
tracking mechanism and financial plan for mid- and long-term CCA
implementation
12. (The NAP Process…)
institutional coordination and climate change
information and knowledge management
Assess (at the national, sectoral, and thematic levels)
technical and institutional capacity,
information, and data gaps
Enhance climate change adaptation mandate and institutional coordination mechanisms
to support the NAP process
Prepare nationally appropriate institutional framework and coordination mechanism for NAP
