7. Why look at CDRFI in NAP
processes?
CDRFI can play an essential
role in climate change
adaptation
• These solutions can enable
governments, business and
individuals to protect their financial
security in the event of shocks
• Climate and disaster risk analytics
can inform decision making and
incentivize risk management
NAP processes are an
essential mechanism for
advancing adaptation
• NAP processes will guide
investments in adaptation by
governments, the private sector, and
development partners
• They can help to quickly and
effectively scale up CDRFI solutions

9. Methodology for the analysis
• Based on review of two types of documents:
• NAP documents submitted to the UNFCCC (21 as of March
2021)
• NAP readiness proposals to the Green Climate Fund (52
that were approved and available on the GCF website)
• Systematic review using word searches and review of key
sections
• Focused on identifying trends in use of climate and
disaster risk analytics and incorporation of CDRFI
solutions

disaster risks is a factor
driving adaptation in
many countries.

14. Recommendations for NAP teams
Establish dialogue among adaptation actors, ministries
of finance, and private sector CDRFI providers to
identify mutual objectives and potential solutions.
Engage with CDRFI providers to support application
of risk analytics in decision making.
Further explore how NAP processes can scale up
adaptive social protection.
Focus on ensuring equitable benefits from CDRFI
solutions for all genders and social groups.

potential of CDRFI solutions
for adaptation to climate
change.

16. "The key message that emerges
from the document review is one of
opportunities – there are entry
points to integrate CDRFI
throughout the NAP process, and
many countries have created
openings for this though specific
adaptation actions, mechanisms for
collaboration … and efforts to better
use data for decision making.
