NAPCC
National Action Plan on
Climate Change
• India’s first National Action Plan on Climate Change (NAPCC)
outlining existing and future policies and programs
addressing climate mitigation and adaptation.
• The plan identifies 8 core “national missions” running through
2017.
• It directs ministries to submit detailed implementation plans to
the Prime Minister’s Council on Climate Change by December
2008.
• The plan “identifies measures that promote development
objectives while also yielding co-benefits for addressing climate
change effectively.”
8 Core Missions are
• National Solar Mission
• National Mission for Enhanced Energy Efficiency
• National Mission on Sustainable Habitat
• National Water Mission
• National Mission for Sustaining the Himalayan Ecosystem
• National Mission for a “Green India”
• National Mission for Sustainable Agriculture
• National Mission on Strategic Knowledge for Climate Change
GUIDING PRINCIPLE
The guiding principles of the plan are:
• Inclusive and sustainable development strategy to protect the poor.
• Qualitative change in the method through which the national growth
objectives will be achieved i.e. by enhancing ecological sustainability
leading to further mitigation.
• Cost effective strategies for end use demand side management.
• Deployment of appropriate technologies for extensive and accelerated
adaptation, and mitigation of green house gases.
• Innovative market, regulatory and voluntary mechanisms to promote
Sustainable Development.
• Implementation through linkages with civil society, local governments and
public-private partnerships.
• International cooperation, transfer of technology and funding.
National Solar Mission
The NAPCC aims to promote the development
and use of solar energy for power generation
and other uses with the ultimate objective of
making solar competitive with fossil-based
energy options.
The plan includes: Specific goals for increasing
use of solar thermal technologies in urban areas,
industry, and commercial establishments.
A goal of increasing production of photo-voltaic
to 1000 MW/year; and a goal of deploying at
least 1000 MW of solar thermal power
generation.
Other objectives include the establishment of a
solar research centre, increased international
collaboration on technology development,
strengthening of domestic manufacturing
capacity, and increased government funding and
international support.
National Mission for Enhanced Energy Efficiency
Current initiatives are expected to yield
savings of 10,000 MW by 2012. Building
on the Energy Conservation Act 2001,
the plan
recommends: Mandating specific energy
consumption decreases in large energy-
consuming industries, with a system for
companies
to trade energy-savings certificates;
Energy incentives, including reduced
taxes on energy-efficient appliances; and
Financing for
public-private partnerships to reduce
energy consumption through demand-
side management programs in the
municipal, buildings and
agricultural sectors.
National Mission on Sustainable Habitat
To promote energy efficiency as a
core component of urban planning,
the plan calls for:
Extending the existing Energy
Conservation Building Code; A
greater emphasis on urban waste
management and recycling, including
power production from waste;
Strengthening the enforcement of
automotive fuel economy standards
and using pricing measures to
encourage the purchase of efficient
vehicles and Incentives for the use of
public transportation.
National Water Mission
With water scarcity projected to worsen as a
result of climate change, the plan sets a goal of a
20% improvement in water use efficiency through
pricing and other measures.
National Mission for Sustaining the Himalayan
Ecosystem
The plan aims to conserve biodiversity,
forest cover, and other ecological values in
the Himalayan region, where glaciers that
are a major source of India’s water supply
are projected to recede as a result of global
warming.

• Continuous Monitoring of the Ecosystem
• Glaciology Research and Generation of
Database for Ecological Modelling.
• Prediction of Socio -Economic and Climate
Change Scenarios and Vulnerability
Assessment.
• Identification of desirable Adaptation and
Development Policies for IHR.
• Strengthening of Regional Cooperation
National Mission for a “Green India”
The Mission aims at responding to climate change by a
combination of adaptation and mitigation measures,
which would help enhancing carbon sinks in sustainably
managed forests and other ecosystems, adaptation of
vulnerable species/ecosystems, and adaptation of forest-
dependant communities.
• Increased forest/tree cover on 5 m ha of forest/non-
forest lands and improved quality of forest cover on
another 5 m ha of non-forest/ forest lands (a total of
10 m ha),
• Improved ecosystem services including biodiversity,
hydrological services, carbon sequestration from the
10 m ha of forest/non-forest lands mentioned above
at
• Increased forest-based livelihood income of about 3
million households , living in and around the forests.
• Enhanced annual CO2 sequestration by 50 to 60
million tonnes in the year 2022 .
National Mission for Sustainable Agriculture
The plan aims to support climate adaptation in
agriculture through the development of climate-
resilient crops, expansion of weather insurance
mechanisms, and agricultural practices.
• To make agriculture more productive, sustainable,
remunerative and climate resilient by promoting
location specific Integrated/Composite Farming
Systems.
• To conserve natural resources through
appropriate soil and moisture conservation
measures
• To adopt comprehensive soil health management
practices based on soil fertility maps, soil test
based application of macro & micro nutrients,
judicious use of fertilizers etc.
• To optimize utilization of water resources through
efficient water management to expand coverage
for achieving ‘more crop per drop”
National Mission on Strategic Knowledge for
Climate Change
To gain a better understanding of climate science,
impacts and challenges, the plan envisions a new
Climate Science Research Fund, improved climate
modelling, and increased international collaboration.
It also encourages private sector initiatives to
develop adaptation and mitigation technologies
through venture capital funds.
The National Mission on Strategic Knowledge for
Climate Change recognizes
• The importance of measurements and
quantification of various elements of climate
change,
• The dynamic and changing nature of knowledge
and technology, and
• The importance of the ability to seize
opportunities related to new and emerging
technologies.

State Action Plan on
Climate Change
WEST BENGAL
RENEWABLE ENERGY
The State Government has decided to install grid connected solar roof-top PV
system in government buildings including buildings of Local Bodies. All State
Govt. Departments and all District Magistrates have been involved in
implementation of the programme. WBREDA is the Nodal Agency of the
program. WBSEDCL has issued tender for selection of developers for cumulative
10 MWp installations.
CLEAN TRANSPORTATION
The Department of Environment is financing the introduction of 20 CBM (coal
bed methane) driven buses in the Asansol and Durgapur area as part of cleaner
fuel initiative. The particulate pollution from CBM driven vehicles are less than
the diesel or petrol driven buses. The availability of CBM in Durgapur–Asansol
region is ensured as CBM is being produced in adequate quantity in nearby coal
rich region. This is also keeping the fuel transport cost at a minimum.
WASTE MANAGEMENT
The Kolkata Solid Waste Improvement Project (KSWIMP) is an integrated
municipal solid waste management system involving six municipalities around
Kolkata. Six compost plants are to be set up in six municipalities with one
common Sanitary Landfill site and leachate treatment facility. The cumulative
capacity of the compost plant is 153 Tonnes per day and the most unique
feature of KSWIMP is sharing of one sanitary land fill by all six municipalities.
ADAPTATION
An Integrated Coastal Zone Management Project (ICZMP) project is being
implemented by Department of Environment, Government of West Bengal. The
objective of the project is to minimize the loss and damage in coastal areas, to
generate livelihoods and to protect coastal ecosystem and biodiversity. The
ICZM project covers coastal region of South 24 Parganas and East Midnapore.
Considering impacts of the climate change in coastal belts, the successful
implementation of ICZM is expected to improve the resilience of coastal
community..

  • 1. NAPCC National Action Plan on Climate Change
  • 2. • India’s first National Action Plan on Climate Change (NAPCC) outlining existing and future policies and programs addressing climate mitigation and adaptation. • The plan identifies 8 core “national missions” running through 2017. • It directs ministries to submit detailed implementation plans to the Prime Minister’s Council on Climate Change by December 2008. • The plan “identifies measures that promote development objectives while also yielding co-benefits for addressing climate change effectively.”
  • 3. 8 Core Missions are • National Solar Mission • National Mission for Enhanced Energy Efficiency • National Mission on Sustainable Habitat • National Water Mission • National Mission for Sustaining the Himalayan Ecosystem • National Mission for a “Green India” • National Mission for Sustainable Agriculture • National Mission on Strategic Knowledge for Climate Change

GUIDING PRINCIPLE The guiding principles of the plan are: • Inclusive and sustainable development strategy to protect the poor. • Qualitative change in the method through which the national growth objectives will be achieved i.e. by enhancing ecological sustainability leading to further mitigation. • Cost effective strategies for end use demand side management. • Deployment of appropriate technologies for extensive and accelerated adaptation, and mitigation of green house gases. • Innovative market, regulatory and voluntary mechanisms to promote Sustainable Development. • Implementation through linkages with civil society, local governments and public-private partnerships. • International cooperation, transfer of technology and funding.

National Solar Mission The NAPCC aims to promote the development and use of solar energy for power generation and other uses with the ultimate objective of making solar competitive with fossil-based energy options. The plan includes: Specific goals for increasing use of solar thermal technologies in urban areas, industry, and commercial establishments. A goal of increasing production of photo-voltaic to 1000 MW/year; and a goal of deploying at least 1000 MW of solar thermal power generation. Other objectives include the establishment of a solar research centre, increased international collaboration on technology development, strengthening of domestic manufacturing capacity, and increased government funding and international support.

  • 8. National Mission for Enhanced Energy Efficiency Current initiatives are expected to yield savings of 10,000 MW by 2012. Building on the Energy Conservation Act 2001, the plan recommends: Mandating specific energy consumption decreases in large energy- consuming industries, with a system for companies to trade energy-savings certificates; Energy incentives, including reduced taxes on energy-efficient appliances; and Financing for public-private partnerships to reduce energy consumption through demand- side management programs in the municipal, buildings and agricultural sectors.

National Mission on Sustainable Habitat To promote energy efficiency as a core component of urban planning, the plan calls for: Extending the existing Energy Conservation Building Code; A greater emphasis on urban waste management and recycling, including power production from waste; Strengthening the enforcement of automotive fuel economy standards and using pricing measures to encourage the purchase of efficient vehicles and Incentives for the use of public transportation.

  • 12. National Water Mission With water scarcity projected to worsen as a result of climate change, the plan sets a goal of a 20% improvement in water use efficiency through pricing and other measures.
  • 13. National Mission for Sustaining the Himalayan Ecosystem The plan aims to conserve biodiversity, forest cover, and other ecological values in the Himalayan region, where glaciers that are a major source of India’s water supply are projected to recede as a result of global warming. Proposed Actions • Continuous Monitoring of the Ecosystem • Glaciology Research and Generation of Database for Ecological Modelling. • Prediction of Socio -Economic and Climate Change Scenarios and Vulnerability Assessment. • Identification of desirable Adaptation and Development Policies for IHR. • Strengthening of Regional Cooperation

National Mission for a “Green India” The Mission aims at responding to climate change by a combination of adaptation and mitigation measures, which would help enhancing carbon sinks in sustainably managed forests and other ecosystems, adaptation of vulnerable species/ecosystems, and adaptation of forest- dependant communities. • Increased forest/tree cover on 5 m ha of forest/non- forest lands and improved quality of forest cover on another 5 m ha of non-forest/ forest lands (a total of 10 m ha), • Improved ecosystem services including biodiversity, hydrological services, carbon sequestration from the 10 m ha of forest/non-forest lands mentioned above at • Increased forest-based livelihood income of about 3 million households , living in and around the forests. • Enhanced annual CO2 sequestration by 50 to 60 million tonnes in the year 2022 .

National Mission for Sustainable Agriculture The plan aims to support climate adaptation in agriculture through the development of climate- resilient crops, expansion of weather insurance mechanisms, and agricultural practices. • To make agriculture more productive, sustainable, remunerative and climate resilient by promoting location specific Integrated/Composite Farming Systems. • To conserve natural resources through appropriate soil and moisture conservation measures • To adopt comprehensive soil health management practices based on soil fertility maps, soil test based application of macro & micro nutrients, judicious use of fertilizers etc. • To optimize utilization of water resources through efficient water management to expand coverage for achieving ‘more crop per drop”

National Mission on Strategic Knowledge for Climate Change To gain a better understanding of climate science, impacts and challenges, the plan envisions a new Climate Science Research Fund, improved climate modelling, and increased international collaboration. It also encourages private sector initiatives to develop adaptation and mitigation technologies through venture capital funds. The National Mission on Strategic Knowledge for Climate Change recognizes • The importance of measurements and quantification of various elements of climate change, • The dynamic and changing nature of knowledge and technology, and • The importance of the ability to seize opportunities related to new and emerging technologies.

  • 21. SAPCC State Action Plan on Climate Change WEST BENGAL
  • 22. RENEWABLE ENERGY The State Government has decided to install grid connected solar roof-top PV system in government buildings including buildings of Local Bodies. All State Govt. Departments and all District Magistrates have been involved in implementation of the programme. WBREDA is the Nodal Agency of the program. WBSEDCL has issued tender for selection of developers for cumulative 10 MWp installations.
  • 23. CLEAN TRANSPORTATION The Department of Environment is financing the introduction of 20 CBM (coal bed methane) driven buses in the Asansol and Durgapur area as part of cleaner fuel initiative. The particulate pollution from CBM driven vehicles are less than the diesel or petrol driven buses. The availability of CBM in Durgapur–Asansol region is ensured as CBM is being produced in adequate quantity in nearby coal rich region. This is also keeping the fuel transport cost at a minimum.
  • 24. WASTE MANAGEMENT The Kolkata Solid Waste Improvement Project (KSWIMP) is an integrated municipal solid waste management system involving six municipalities around Kolkata. Six compost plants are to be set up in six municipalities with one common Sanitary Landfill site and leachate treatment facility. The cumulative capacity of the compost plant is 153 Tonnes per day and the most unique feature of KSWIMP is sharing of one sanitary land fill by all six municipalities.
  • 25. ADAPTATION An Integrated Coastal Zone Management Project (ICZMP) project is being implemented by Department of Environment, Government of West Bengal. The objective of the project is to minimize the loss and damage in coastal areas, to generate livelihoods and to protect coastal ecosystem and biodiversity. The ICZM project covers coastal region of South 24 Parganas and East Midnapore. Considering impacts of the climate change in coastal belts, the successful implementation of ICZM is expected to improve the resilience of coastal community..
