The paper proposes a multilayer bit allocation technique for video encoding that enables effective compression while retaining video quality by utilizing a visual distortion model based on human visual system characteristics. By addressing the compression challenges in existing video coding methods, the proposed approach demonstrated a bit rate reduction of 3% to 4% with negligible perceived quality loss in experimental results. The study highlights the importance of spatial and temporal models in optimizing bit allocation and outlines future enhancements for further efficiency.
