This document summarizes a workshop on defining and measuring success for young people after custody. The workshop aims to explore what constitutes successful resettlement beyond just reoffending rates. It will include an introduction to two projects, Beyond Youth Custody and Safe Hands, that work with youth after custody. Participants will then break into groups to discuss what factors lead to success and difficulties in measurement. The document also provides background on the current research being conducted on defining outcomes for resettlement success stakeholders and how these shape service provider priorities.

2. Overview of workshop
Aim of the session is to explore what successful resettlement is, what this means for
young people and how it can best be measured in terms of outcomes – looking
beyond binary reoffending rates.

4. Beyond Youth Custody (BYC)
• Beyond Youth Custody (BYC) is one of three England-wide learning and
awareness projects funded under the Big Lottery Fund’s Youth in Focus (YIF)
programme, which aims to support vulnerable young people through changes in
their lives.
• BYC has been designed to challenge, advance and promote better thinking in
policy and practice for the effective resettlement of young people.
• It brings together Nacro, the crime reduction charity, with three research and
evaluation partners: ARCS (UK), and Salford and Bedfordshire universities.
• We have produced research reports and practitioner’s guides on a number of
issues relating to the resettlement of young people including: engagement,
participation, trauma, young women and girls, gangs-involvement, coping with
release. Our next piece of work will be to explore outcomes and how to measure
‘successful’ resettlement practice

5. Safe Hands – Everton in the Community
• Safe Hands is also funded under the Big Lottery’s Youth in Focus fund. The
project helps young custody leavers integrate back into society using the power
of sport as well as education, training and wider social support. It is delivered by
Everton in the Community.

6. Current research into ‘outcomes’ in resettlement
A two phase enquiry aiming to explore the different ways ‘successful’ resettlement is
measured with all stakeholders and how these ‘outcomes’ shape the priorities for
resettlement service providers.
• Phase 1 (reporting by the end of 2015)will include:
– a brief l literature review on the sector’s response to the above questions
– This consultation with YOU to consider the difficulties in measuring ‘successful’
resettlement and what factors lead to successful resettlement
– An enquiry via the Youth in Focus (YiF) projects funded alongside BYC
• Phase 2 (reporting Spring 2016) will explore:
– What successful resettlement looks like for, young people, their families, CJS,
victims, funders and communities/wider society and whether the tools designed to
measure impact are fit for purpose.
