The Directorate of Extension Education has to plan, coordinate,

Monitoring of Participatory Extension Programme
 Monitoring is the regular observation and recording of
activities taking place in a project or programme. It is a
process of routinely gathering information on all aspects of
the project.
Purpose of Monitoring:
 Monitoring is very important in project planning and
implementation.
 It is like watching where you are going while riding a
bicycle; you can adjust as you go along and ensure that you
are on the right track.
Principles of Monitoring of Participatory Extension
Programme
1. Monitoring must be simple.
2. Monitoring must be relevant.
3.Information provided through monitoring should be dependable.
4. Monitoring efforts should be participatory.
5. Monitoring must be flexible.
6. Monitoring should be action oriented.
7. Monitoring must be cost-effective.
8. Monitoring efforts should be top management oriented.
9. Monitoring units represent specialised undertakings.
Major Models for Participatory Extension Programme Evaluation
[1] Expert Model:
 This approach relies on expert judgment.
 Documentation is prepared in advance of experts' visits.
 The experts then interview, analyse documents, and make judgments
using their own judgment perspectives or those set as standards by the
outside organizations or stakeholders.
[2] Goal-Free Model
The focus point is to identify environmental
and farming conditions and then to compare
these needs with what people are actually
experiencing as a result of the extension
programme.
The gap is then viewed as a starting point for
making changes in the programme.
[3] Attainment of Objectives Model
This approach assumes that the success of a programme
can be determined by measuring a programme's
outcomes against its own goals and objectives.
This type of evaluation begins with clarifying
measurable objectives and then gathering data that
validate the extent to which these objectives have been
met.
Evaluation of the appropriateness of goals and
objectives, given the circumstances and needs of farmers.
[4] Management Decision Model
The purpose of this model is to provide relevant information as a
management tool to decision makers.
It assumes that evaluation should be geared to decisions during
programme initiation and operation stages to make results more
relevant at each particular stage.
Data should be collected and analysed from multiple perspectives.
The outcome of the evaluation is dialogue concerning disagreements
about objectives, expectations, problems, opportunities, policies,
procedures and suggested changes in methods or activities.
Another purpose of this model is to diagnose or to identify the causes
for certain behaviour on the part of some farmers, agency staff, or other
development actors.

Types of Formative evaluation
Needs assessment determines who needs the program, how great the
need is, and what might work to meet the need.
Evaluability assessment determines whether an evaluation is feasible
and how stakeholders can help shape its usefulness.
Structured conceptualization helps stakeholders define the program
or technology, the target population, and the possible outcomes.
Implementation evaluation monitors the fidelity of the program or
technology delivery.
Process evaluation investigates the process of delivering the program
or technology, including alternative delivery procedures.
Types of Summative evaluation
Outcome evaluations investigate whether the program or technology
caused demonstrable effects on specifically defined target outcomes.
Impact evaluation is broader and assesses the overall or net effects
intended or unintended of the program or technology as a whole.
Cost-effectiveness and cost-benefit analysis address questions of
efficiency by standardizing outcomes in terms of their dollar costs and
values.
Secondary analysis reexamines existing data to address new
questions or use methods not previously employed.
Meta-analysis integrates the outcome estimates from multiple studies
to arrive at an overall or summary judgement on an evaluation question

  • 40. Monitoring of Participatory Extension Programme  Monitoring is the regular observation and recording of activities taking place in a project or programme. It is a process of routinely gathering information on all aspects of the project. Purpose of Monitoring:  Monitoring is very important in project planning and implementation.  It is like watching where you are going while riding a bicycle; you can adjust as you go along and ensure that you are on the right track.
  • 41. Principles of Monitoring of Participatory Extension Programme 1. Monitoring must be simple. 2. Monitoring must be relevant. 3.Information provided through monitoring should be dependable. 4. Monitoring efforts should be participatory. 5. Monitoring must be flexible. 6. Monitoring should be action oriented. 7. Monitoring must be cost-effective. 8. Monitoring efforts should be top management oriented. 9. Monitoring units represent specialised undertakings.

Major Models for Participatory Extension Programme Evaluation [1] Expert Model:  This approach relies on expert judgment.  Documentation is prepared in advance of experts' visits.  The experts then interview, analyse documents, and make judgments using their own judgment perspectives or those set as standards by the outside organizations or stakeholders.
  • 43. [2] Goal-Free Model The focus point is to identify environmental and farming conditions and then to compare these needs with what people are actually experiencing as a result of the extension programme. The gap is then viewed as a starting point for making changes in the programme.
  • 44. [3] Attainment of Objectives Model This approach assumes that the success of a programme can be determined by measuring a programme's outcomes against its own goals and objectives. This type of evaluation begins with clarifying measurable objectives and then gathering data that validate the extent to which these objectives have been met. Evaluation of the appropriateness of goals and objectives, given the circumstances and needs of farmers.
  • 45. [4] Management Decision Model The purpose of this model is to provide relevant information as a management tool to decision makers. It assumes that evaluation should be geared to decisions during programme initiation and operation stages to make results more relevant at each particular stage. Data should be collected and analysed from multiple perspectives. The outcome of the evaluation is dialogue concerning disagreements about objectives, expectations, problems, opportunities, policies, procedures and suggested changes in methods or activities. Another purpose of this model is to diagnose or to identify the causes for certain behaviour on the part of some farmers, agency staff, or other development actors.

  • 54. Types of Formative evaluation Needs assessment determines who needs the program, how great the need is, and what might work to meet the need. Evaluability assessment determines whether an evaluation is feasible and how stakeholders can help shape its usefulness. Structured conceptualization helps stakeholders define the program or technology, the target population, and the possible outcomes. Implementation evaluation monitors the fidelity of the program or technology delivery. Process evaluation investigates the process of delivering the program or technology, including alternative delivery procedures.
