Manuel Quezon believed Philippine education should develop citizens intellectually, morally, and economically. He saw two main objectives: better citizenship and a means of livelihood. For citizenship, education should instill patriotism and duty to the nation. It should be free and also provide vocational training and scholarships. Quezon also emphasized the importance of developing one's talents and seeing a diploma as a stepping stone. He sought to build the Filipino character through inculcating values like perseverance and self-reliance rather than easygoing parasitism.
