  1. このスライドは、アジアとアフリカで、コメの生産増を、どの要因が引っ張っていたかを示したもの。アジアでは土地の生産性の向上が、アフリカでは耕作面積の拡大が、それぞれ主な要因だった。 このグラフは、いくつかのチャレンジと可能性を示している。なぜ生産性があがらないのか？耕作地の拡大は今後よちがあるのか？ これまでの観察では、土地にあった品種の開発と選定、その普及ができれば、アフリカにおけるコメの生産性の向上は可能、ということを示している。そのために必要な投資も、単にハードウエアだけではなく、人材の育成が不可欠、ということも共通認識になりつつある。 80 年代の構造改革で、多くのパラステータルが消えたあと、個々の企業家である農民が、技術移転の直接の対象としてエマージしたが、政府もドナーも、このおおきな変化に対応するシステムを構築できていなかった、という点は認めざるを得ない。 それでも、適切なテーマ設定による研究開発への投資、その成果を広げるための普及システムが機能すれば、生産性の向上の余地が大きいこと、そして同時に、典型的な灌漑だけではなく、簡易な土木工事で水利用を改善できる低湿地 rainfed 　 lowland の有効利用の余地が多くの国で残されている、という点も共通認識になりつつある。 コメ生産で長い歴史をもつ西アフリカでは、アジアの諸国と同様に、生産性の維持 / 向上や、有効な土地利用について、一定のベースを確保できていた、という点は大変有利な点であると思う。その代表であるマリのこれまでの成果に敬意を表するとともに、当面、近隣地域を含めて食糧供給のソースとなる可能性を秘めた国と認識している。
