Organizational Management has been defined as the style of managing business of an organization is big or small. This management process involves the process of organizing, planning, leading and controlling the resources along with the main essence of achieving the goal of the business as well. The reason why organizational management is approached is that it provides better decision making capabilities which is both effective and useful to the way in which an organization can run and also carry on proper management strategies (Nikolakopulos, n.d.).

The objectives of this lecture are:
Be capable of identifying the elements and processes of management of public institutions

Differentiate between the management, administration and governance of public institutions
The gender perspective: MAN-age !!! (Is managing a men’s job? Is it also particularly old men who should manage?). Although these are common perceptions, gender needs to be considered in offering managerial posts and not to be judgmental of women managers.
The linguistic approach: according to Oxford Wordpower dictionary: to manage is:
to be in charge or in control (in organizations, this refers to leadership. But are managers really in control? Is this the right understanding? Managers try to directly or indirectly control the performance of institutions towards desired goals
to do or deal with something (I managed to go home early, I managed the suitcase – goal orientation)
to handle with some skill a complex situation and reach a successful result (I managed to convince her - accomplishment)
Management refers to manager(s) (it is under new management – responsibility of managers, is management a personal exercise or an institutional practice?)
The management of any institution deals with certain elements that need to be managed or dealt with. These are:
Managing people: like personal, partners, suppliers, supervisors, beneficiaries, etc.; each category on its own as well as coordinating their interaction
Managing resources: such as money, equipment, etc.
Managing timeframes: such as milestones, deadlines, delays, etc.
Managing objectives & results: through observing indicators, short-terms & long-term targets, etc.
Managing relations: including institutional, legal, human, internal and external relations, etc.
Management of public institutions is complex because it deals not only with each element, but more importantly with managing the interaction and interplay among these elements, such as resources and relations, or results and timeframes, and so forth.
This requires the management to have a vision, which is the concern and focus of strategic management
Management of public institutions includes managing certain processes and related operations. These include:
Managing planning & decision-making processes (such as strategic planning that we covered in the previous lectures)
Managing resourcing processes (including resource mobilization, fund raising, etc.
Managing technical activities (main line of business of the institution, e.g. medical services)
Managing operations (procurement, HR, supplies, etc.)
Managing monitoring & evaluation mechanisms, tools and processes
Managing documentation, reporting & dissemination of relevant information to the right stakeholders and partners
Managing communication: internal and external; among persons, departments, organizations, etc.
Managing troubleshooting & problem solving
Managing change; or change management. This is the most difficult process of management, which is usually resisted by the employees of the institution
The management of these processes simultaneously is a difficult job, it requires setting priorities, targets and benchmarks.
This is better accomplished through strategic management.
Strategic management of a public institution can be defined as:
It is managing an organization towards strategic objectives following strategic planning by being strategic in implementation of different management processes
Note that strategic planning here is part of the overall strategic management of the public institution
Strategic management is smart, tactful management that focuses on achieving results within the best and efficient use of existing means and alternatives for action
Strategic management is results-based management or ‘managing by results’ that has impact orientation by default
Strategic management can be defined as the harmonized governance of an institution to achieve stated business benefits and create value to the stakeholders
Governance of an institution is managing a set of relations and/or components in a strategic way within the decision-making framework. Institutional governance, therefore, is part of the overall strategic management of public institutions. It entails control of structures and resources, but it also implies responsibility for effective operations and results.
Administration is the arrangement/coordination of functions, resources & units within a regulatory framework in a way that serves certain institutional objectives. Administration is also part of institutional management, the part that deals with systems of operations and standardized procedures as well as coordination, organization and monitoring or program activities.
Strategic management is the best mode of management in challenging environments and in managing change processes within institutions
Strategic management enables the organization better positioning within the external environment
Strategic management requires collective action, teamwork & trust building, which in turn requires applying good governance principles within the organization (efficiency, effectiveness, participation, transparency, accountability, responsiveness, rule of law, combating corruption, and equity)
Strategic management requires being open for innovative tools such as ICT
A core element of strategic management is strategic planning, which involves all employees in strategic visioning and getting a sense of ownership of decisions & implementation mechanisms.
